Javier Solana, the European Union's "high representative" for foreign policy, yesterday backed calls for the EU to have a seat on the UN Security Council.

Speaking after making his first appearance before the European Parliament, he described as a "good idea" an Italian suggestion that the EU should have a seat on the council in addition to France and the UK.

The Security Council has five permanent representatives - the US, China, Russia, France and Britain. Proposals for enhancing the EU's presence are likely to be controversial, not least in the US.
