BELGRADE -- Organized terror against Serbs and other non ethnic Albanians in Serbia's Kosovo-Metohija province since the arrival of international peacekeepers demonstrates that KFOR, UNMIK and its chief Bernard Kouchner are accomplices in the ethnic cleansing and mass violations of human rights in the province, Yugoslav Assistant Foreign Minister Miroslav Milosevic told foreign diplomats Friday in Belgrade.

Milosevic spoke of the current situation in the province and of the Yugoslav government Memorandum on violations of the UN Security Council Resolution 1244 on Kosovo-Metohija. The implementation of this resolution is discussed Friday by the Security Council.

Yugoslavia has honored all its commitments set out in the resolution and other relevant documents and demands that all other parties, above all KFOR and UNMIK, carry out their tasks fully and without delay, Milosevic said.

Strict honoring of these commitments is a key pre-condition for realizing the fundamental goals and tasks of the international presence in Kosovo-Metohija, whose framework is clearly defined by the Resolution 1244, Milosevic said.

On the basis of the respect of Yugoslavia's sovereignty and territorial integrity, safety must be ensured for all inhabitants of the province, conditions must be ensured for the safe and unhindered return of all refugees and displaced persons, the multi-ethnic, multi-religious and multi-cultural character of the province must be preserved and conditions must be laid for a political process aimed at establishing autonomy which would guarantee full equality of all citizens and ethnic groups, Milosevic said.

Five months after KFOR's and UNMIK's arrival, the situation in Kosovo-Metohija keeps deteriorating, Milosevic said.

Statements by UNMIK's representatives that terror, violence and usurpations are diminishing and that the situation in the province is improving are not true. They are misleading the Security Council and the international public and demonstrate UNMIK's lenient attitude towards the terrorist KLA, Milosevic said.
