THROUGH SUPPORT FOR YUGOSLAVIA - DISTANCING FROM FORCE
Yugoslav Foreign Minister Zivadin Jovanovic had in the past 6 days in the United Nations in New York, where the 54th session of the UN General Assembly is underway, a number of meetings with ranking and top officials from over 30 countries.
Besides those meetings, the Yugoslav foreign minister, who is to pursue next week his diplomatic activity, talked also with officials from the UN secretariat, the General Assembly, representatives of some Security Council members, and with representatives of other international organizations.
Extensive interest for open talks and meetings with the Yugoslav delegation during which was expressed a high degree of solidarity, understanding and support, is viewed as a reflection of the fear and deep concern of a large number of countries for the future of the world and as an attempt to distance themselves from the policy of force with disastrous repercussions for international relations and stability.
In the talks with the Yugoslav delegation was also present an endeavour to find a solution how to prevent interventionism, that is against the law and the UN Charter.
At this turning point for the entire world, Yugoslavia as a victim of aggression and devastation, also has the role and can help perceive ways to prevent the violent policy of power brokers and to find ways for enhancing the law and principles.
That is evidenced by the condemnations by the huge majority of foreign officials of the aggression on Yugoslavia who condemned the use of force outside the Security Council and against the UN Charter.
The foreign officials who met with the Yugoslav foreign minister resolutely supported the Yugoslav assessments and the concern over disregard for Security Council Resolution 1244, and over positions divesting that document and the documents that accompany it, such as the Ahtisari-Chernomyrdin agreement and the positions of the G-8 group.
They all confirmed support for the preservation of the sovereignty and territorial integrity of the FRY as of essential importance for the realization of the goals of the Security Council resolution.
Officials with whom the Yugoslav foreign minister had meetings distanced themselves and directly condemned the decisions and moves made under the auspices of the United Nations, that run counter Resolution 1244 and the UN Charter and in fact constitute an erosion of the authority of the world organization and especially of the Security Council.
The foreign ministers of China, Tanh Jiaksun, and of Russia, Igor Ivanov, who held talks with Yugoslav Foreign Minister Jovanovic condemned the practice and stressed that they will insist on the coordination of action and of decisions of UN mission representatives in Kosovo and Metohija with Resolution 1244 and the principles of respect for the sovereignty and territorial integrity of the FRY.
Particularly strong reactions were provoked by the transformation of the "KLA" which was interpreted as an attempt to preserve and legalize that terrorist organization for future use, depending on the interest of power brokers for destabilizing the region.
It was said in the talks that that organizaiton had one sole goal - ethnic cleansing, terrorism, violence and maintaining chaos. A large number of officials condemned in the talks the attempts to pursue the aggression by other means, by imposing economic, media and other forms of blockade of Yugoslavia.
From the assessments made by the officials it is clear that they do not believe that human rights were the reason for the brutal aggression on Yugoslavia but that behind everything were exclusively geopolitical interests of the great powers, who seek false pretexts to cover up their real goals and interests. That fact is a source of deep concern for many countries in the world.
ZIVADIN JOVANOVIC CONFERS WITH IGOR IVANOV
Yugoslav Foreign Minister Zivadin Jovanovic met Friday at the UN in New York with Russian Foreign Minister Igor Ivanov.
Ivanov stressed three priority commitments of Russia.
Firstly, Russia will insist on the consistent and full implementation of Security Council Resolution 1244 and of the documents that accompany it, while respecting the sovereignty and territorial integrity of Yugoslavia, Ivanov said.
Secondly, Russian will lend support to Yugoslavia in the reconstruction of everything that was destroyed in NATO's aggression and hold liable those responsible for the destruction to pay compensation for the damages, Ivanov said.
Ivanov considered unacceptable any political conditioning of participation in the reconstruction, particularly the conditioning of humanitarian aid.
Thirdly, Russia will engage in reactivating the membership and position on an equal footing of Yugoslavia in the UN and in other international and European organizations.
Russia will oppose resolutely any attempts of isolation of Yugoslavia or of interference in its internal affairs, Ivanov said and added that only on the basis of Security Council Resolution 1244 can be achieved stability and peace, a lasting political solution for Kosovo and Metohija. On that basis alone can and must be assured the preservation if the multiethnic, multi-confessional and multicultural character of Kosovo and Metohija.
Ivanov recalled the official positions of Russia, which does not accept the transformation of the "KLA," but instead insists on its disarmament and disbanding.
Minister Jovanovic informed Ivanov about the positions of Yugoslavia, pointing to the practice of continuous violation of Security Council Resolution 1244, which is absolutely unacceptable.
Yugoslavia does not accept, or will accept any moves, decisions or position of Kouchner or other representatives of the international community under the auspices of the UN in Kosovo and Metohija, that run counter Security Council Resolution 1244, the Ahtisari-Chernomyrdin document, the G-8 positions and the UN Charter, Jovanovic said.
Jovanovic stressed the position of Yugoslavia requiring from the Security Council and the UN secretary general to undertake to make binding for the international representatives in Kosovo and Metohija the consistent implementation of the Resolution, and not to allow its revision.
YUGOSLAV FOREIGN MINISTER CONFERS WITH FOREIGN MINISTERS OF BELARUS, SLOVAKIA
Yugoslav Foreign Minister Zivadin Jovanovic met Friday evening in the United Nations in New York with the foreign ministers of Belarus, Ural Latipov, and of Slovakia, Eduard Kukan.
Latipov stressed that NATO's aggression on Yugoslavia was the most blatant violation of international law and of the UN Charter.
The Belarus foreign minister stated the readiness of Belarus to assist Yugoslavia in the process of reconstruction, within its possibilities.
Belarus is against the attempts of conditioning aid to Yugoslavia and of interference in the internal affairs of Yugoslavia, Latipov said.
Latipov said that those responsible for widespread devastation in Yugoslavia have a special responsibility in the process if reconstruction. Those who destroyed bridges, he said, should build new ones or finance their building.
Belarus is very interested in the development of bilateral relations with Yugoslavia. Latipov described the relations between Belarus and Yugoslavia as fraternal and close.
Yugoslav Foreign Minister Zivadin Jovanovic met Friday evening with the foreign minister of Slovakia, Eduard Kukan, who is the special envoy of UN secretary general for the Balkans.
Kukan stated the readiness of his country to upgrade gradually relations with Yugoslavia and raised especially the issue of navigation on the Danube, which, he said, is very important for Slovakia. Referring to Security Council, Resolution 1244, Kukan said the situation in Kosovo and Metohija was very delicate and pointed out that Slovakia is supporting the territorial integrity of FR Yugoslavia.
Jovanovic raised the possibility of promotion of economic relations between the two countries and repeated the assessment that in that field there can be no conditioning.
Zivadin Jovanovic said he was dissatisfied with the illegal decisions of UN international representatives in Kosovo and Metohija, in the attempt to violate SC Resolution 1244, which firmly guarantees the sovereignty and territorial integrity of the Federal Republic of Yugoslavia.
YUGOSLAV GOVERNMENT SEEKS FULL RESPECT AND IMPLEMENTATION OF RESOLUTION 1244
The head of Yugoslavia's standing mission at the UN Geneva seat, Ambassador Branko Brankovic, presented the representatives of international organizations with the Yugoslav government statement and demanded "immediate action regarding the implementation of UN Security Council Resolution 1244" linked to the setting up of the "Kosovo Protection Force".
In a letter to UN Europe Bureau Director Vladimir Patrovski, UN Human Rights Commissioner Mary Robinsin, Special Human Rights Rapporteur for the former Yugoslavia Jiri Dienstbier, International Committee of the Red Cross and Red Crescent President Cornelio Sommaruga, UN High Commissioner for Refugees Sadako Ogata, etc, Brankovic stated that by reaching an agreement with the KLA terrorists on the formation of the "Kosovo Protection Force", the representatives of KFOR and UNMIK violated Resolution 1244.
"Such an agreement, which is contrary to Resolution 1244, is absolutely unacceptable for the Federal Republic of Yugoslavia and is thus null and void," the letter said.
"We are specially concerned that KFOR, UNMIK and Bernard Kouchner are submitting reports which do not correspond to the truth regarding the fulfilment of the obligations for the disarming and demilitarisation of the KLA terrorists," the letter said.
"All these activities are a continuation of the conduct aimed against the sovereignty and territorial integrity of the FR of Yugoslavia and initiated by the NATO aggression and continued by KFOR, UNMIK and Kouchner - all of which are violating UN Security Council Resolution 1244," the letter said. Brankovic underscored that the Yugoslav government expected the international organizations to take the necessary steps towards the full respect and consistent implementation of Resolution 1244.
ALBANIAN TERRORISTS BURN ALIVE SIX-MONTH-YEAR-OLD BABY
A six-month-year-old Serbian baby from Prizren, was first kidnapped by ethnic Albanian terrorists, and then burned alive, Tanjug has learned from the Center for Peace and Tolerance in that town.
The baby's "fault" was that its Serbian mother, Dragana Mladenovic, had refused to leave Prizren.
The unprecedented crime was perpetrated by ethnic Albanian terrorists on September 21, and on the following day were killed Darko Dojcinovski (24), from Tetovo and Jordan Kosic (41) from Prizren, the Center for Peace and Tolerance said.
On Thursday, September 23, was killed a Roma Adem Krueziju in his house in Prizren, and Dejan Cvetkovic was kidnapped.
Ethnic Albanian terrorists burned down in a Prizren suburb 26 Serbian houses, and in Prizren itself three houses.
Only because they spoke Serbian in a market place in Prizren, Dragan and Stevan Smiljanic were beaten up, said the center for Peace and Tolerance in that town.
ALBANIAN TERRORISTS FIRE ROCKET-PROPELLED GRENADES ON SERBIAN VILLAGE
Albanian terrorists from the village of Patine, one hour after midnight, fired rocket-propelled grenades and automatic guns on the Serbian village of Svinjare in the municipality of Kosovska Mitrovica, three kilometers south of the town, Tanjug has learnt from local authorities in the town.
No reports are available about the casualties or damages. In that village there are over 130 Serbian households, and so far no Serbs had left the village. The village was placed about ten days ago under the control of some thirty soldiers of the United Arab Emirates, and before that the village was secured by French members of KFOR.
The village of Svinjare was also attacked around 14.00 Saturday by Albanian terrorists headed by the local "KLA" commander Rahman Rama. Rama was caught by members of French KFOR. He was in a "KLA" uniform but the gendarmes only interviewed him and then released him.
The Serbian national council of the district of Kosovska Mitrovica has condemned the attacks on Svinjare.
NEW TERRORIST ATTACKS ON SERB VILLAGE IN GNJILANE AREA
A fierce mortar attack was carried out Saturday about 10.30 p.m. on the Cernica village in the Gnjilane area, Serbia's Kosovo-Metohija province, inhabited by about 110 Serb families.
There were no casualties, but many houses were damaged, amateur radio operators in Gnjilane report.
Six shells were fired, of which two did not explode. KFOR troops investigated but did not defuse the two shells.
A powerful explosion in the center of Kamenica destroyed a building, but there were no casualties. In another incident in the same village, a Serb woman Mileva Andjelkovic was injured in a bomb blast.
The houses of Serbs Velibor Aleksic and Jovan Mihajlovic were burned down in the Sipasnica village. Five Serb homes in the town of Gnjilane itself were looted and eight Serb families in the Popovica village were given four days to leave.
Mortar attacks were also registered in the Gracanica monastery and village area.
A bomb was thrown at the house of Dragan Djordjevic in Kisnica village Saturday near midnight. Djordjevic and Ljiljana Vukovic, who was also in the house, were injured and taken to a Kosovo Polje hospital.
ETHNIC ALBANIANS LAUNCH NEW ATTACKS ON SERBS IN KOSOVO POLJE
An ethnic Albanian attack on a group of Serb youths in the village of Ugljari, near Kosovo Polje, on Monday morning, seriously wounded Zoran Galic.
Three ethnic Albanians first hit Ratomir Trajkovic with their car, injuring him slightly. Afterwards, one of them opened pistol fire on Galic, who is now in critical condition and has been transferred to the Russian hospital in Kosovo Polje.
At 10 p.m. on Sunday, more than 30 ethnic Albanians attacked Vojislav Todic and Branislav Jeftic in Kosovo Polje only because they are Serbs and speak their own language.
Both were seriously wounded with knives and wooden bats.
At 10.30 p.m. on Sunday, five armed ethnic Albanians, wearing black uniforms, attacked a family of Romanies in Kosovo Polje. They harassed the head of the family, while his two daughters managed to escape.
KFOR HARASSES SERBS IN BRESJE VILLAGE
British troops within KFOR and UN police members blocked with three tanks Sunday at 6.00 in the morning one street in the village of Bresje near Kosovo Polje, Tanjug has learnt in that village.
KFOR troops, while villagers were still asleep, stormed into three houses of the Lazic family and two houses of the Mitic family. Mistreating parents in the presence of children, they searched the houses of Branislav, Stevica and Vladimir Lazic and of Mihailo and Ljubisa Mitic.
The only thing they found was one old Serbian flag, which they took away. Dissatisfied with the results, they assaulted the people who had gathered and first sprayed three Serbs and then assaulted them.
Around 500 residents of Bresje, revolted by the action of KFOR's and the police, went out to the Pristina-Pec road where they expect from some UN official to explain the reasons of KFOR's incursion into that Serbian village.
KFOR, SERBS AGREE ON DISMANTLING PRISTINA - PEC ROAD BLOCK
Serb representatives and KFOR peacekeepers reached agreement Sunday after difficult negotiations on dismantling the Pristina - Pec road block Serbs put up in protest against KFOR brutality.
KFOR troops started searching Serb homes in Bresje village at dawn Sunday, using force and tear gas, after which Serbs from Bresje, Ugljare and Kosovo Polje blocked the road and demanded an end to persecution.
KFOR commander for Kosovo Polje promised that there would be no more unannounced searches of Serb homes, and that Albanian and NATO symbols posted by local ethnic Albanians in gratitude for their "liberation" would be removed in the Kosovo Polje area. He also promised better protection for the Serbs remaining in that area of Serbia's Kosovo-Metohija province.
SERBS IN KOSOVO-METOHIJA DEMAND OWN PROTECTION CORPS
Serb representatives from Kosovo Polje and 30 villages in the area demanded Saturday that the head of the UN civilian mission in Kosovo-Metohija Bernard Kouchner and KFOR peacekeepers Commander General Micheal Jackson implement the Security Council Resolution 1244 without delay and disarm and disband the self-styled KLA.
If the ethnic Albanian terrorist organization is not fully demilitarized, Serbs in the Kosovo Polje area will set up their own protection corps, local representative Ratomir Maksimovic told Tanjug.
Serbs in the area are forced to self-organize as ethnic Albanian terrorists are openly looting and destroying private and public property, including schools and post offices, while KFOR and the international community look on, Maksimovic said.
The Kosovo Polje Serbs demand full abidance by the Military-Technical Agreement and Resolution 1244 and the return of the Yugoslav army and police to Serbia's southern province. If their demands are not met, they will break off all ties with KFOR and UNMIK and demand Kouchner's and Jackson's dismissal, Maksimovic said.
KFOR ENABLES ALBANIAN GANGS TO ENTER KOSOVO AND METOHIJA TO KILL
Veljko Odalovic of Kosovo and Metohija's Serb National Assembly said Monday that the UN peacekeeping force KFOR had failed to act in line with its mandate over the past three and a half months and was fully responsible for the biggest exodus ever of Serbs and Montenegrins from the Yugoslav republic of Serbia's southern province.
Odalovic, head of the Assembly's executive board, said that more than 300 persons had been killed and about 500 abducted since KFOR's deployment to the province.
"The aim of bringing along gangs from Albania that entered the province together with KFOR, of cooperation with the (ethnic Albanian) terrorist organisation KLA (Kosovo Liberation Army) and of anarchy and lawlessness has been to expel Serbs and Montenegrins from the province," he said.
"No one has opposed the idea of temporarily displaced persons, who sought refuge in Albania, Macedonia and other countries during NATO's aggression, returning to the province, but no one has expected that the KFOR mandate will mean loss of control over these lands," he said.
"It is evident that KFOR commander Gen. Michael Jackson and head of the UN civilian mission to Kosovo and Metohija (UNMIK) Bernard Kouchner are trying to create room for chaos and lawlessness that have forced 250,000 unprotected Serbs, Montenegrins, Romanies, ethnic Turks and Moslems to leave these lands," he said.
He said that the transformation of KLA into so-called Kosovo protection forces was yet another attempt to make possible the transition from the irregular situation to elections and the setting up of bodies and institutions in order to hand over the province to 'war allies.'
"One must bear in mind that Kosovo and Metohija is an integral part of Serbia and Yugoslavia and that Belgrade is fully entitled to restoring its full sovereignty over the province and to defending its territorial integrity there," he said.
FOUNDERS OF RADIO TELEVISION PRISTINA - MEMBERS OF ALL ETHNIC COMMUNITIES
Information subcommittee of the Yugoslav committee for cooperation with the U N. mission, based in Pristina, urges the openness of media in Kosovo and Metohija, while fully respecting the legal sovereignty of FR Yugoslavia and of the Republic of Serbia, of Resolution 1244, and the full respect of journalist ethics, the sub-committee chairman, Miljkan Karlicic, told Tanjug Saturday.
The priority task, he said, was to find a solution for approximately 1,000 former employees of Radio Television Pristina, among whom, besides Serbs, there are also members of other ethnic communities. He said that they, following the arrival of KFOR, lost their jobs.
The information subcommittee considers that radio and television should resume broadcasting 24 hours a day with their previous employees, members of all national communities, who would also be the founders, Karlicic said.
FLAGRANT VIOLATION OF SECURITY COUNCIL RESOLUTION
The transformation of KLA forces into Kosovo protection forces has extended the life of that terrorist organization, in violation of Security Council Resolution 1244, president of the Democratic Reformist Party of Albanians Sokolj Chuisa said at a meeting with the presidents of party municipal organizations in Pristina.
The protective attitude towards the KLA only incites terrorism and separatism in Kosovo and Metohija and has exposed to the most brutal crimes of Albanian gangs, besides Serbs, Montenegrins, Turks, Roma, Muslims and Goranies, also ethnic Albanians.
Responsibility for that rests entirely with the international security forces and the UN civilian mission, who by their unacceptably tolerant attitude towards terrorist gangs have brought about the ethnic cleansing of Serbs and Montenegrins and of other populations in Kosovo and Metohija.
A decision was made at the meeting to send a letter to the international community and to other factors in Kosovo and Metohija to urgently take necessary measures for disbanding and disarming the KLA and for the return in Kosovo and Metohija of the Yugoslav army and Serbian police, as provided by Resolution 1244.
BIASED REPORTING HAS DONE INJUSTICE TO SERBIA - OFFICIAL
Member of the Interim Executive Council of Serbia's southern province of Kosovo-Metohija Bajram Haliti said Saturday that biased reporting by foreign media had done a great injustice to Serbia.
Haliti told Tanjug that foreign reporters are free to go anywhere in Serbia, including Kosovo-Metohija, and have contacts with representatives of Serbia's authorities, but their false or uncorroborated reporting provided a motive for the recent NATO aggression on Yugoslavia.
Journalists must fight against media manipulations by the architects of the new world order, which are serving political, military and strategic interests of the big powers, Haliti said.
RUSSIA FOLLOWS WITH CONCERN DEVELOPMENTS IN KOSOVO AND METOHIJA
Russian Foreign Minister Igor Ivanov said Sunday that Russia on the issue of Kosovo requires strict compliance with all the provisions of UN SC Resolution 1244 and stressed : "first and foremost, respect for the sovereignty and territorial integrity of Yugoslavia."
"There can be no alternative on that issue for us," Ivanov said talking to Russian journalists in New York, where he is taking part in the 54th session of the UN General Assembly.
He said that Moscow was following with concern developments in Kosovo and Metohija and voiced fear that "if nothing changes in the process, there is a realistic possibility that issue of the breaking away of Kosovo and Metohija could arise."
"We do not share the superfluous optimistic assessments of some of our partners about how the process is developing in Kosovo and Metohija," Ivanov said.
STOJANOV CATEGORICALLY CONDEMNS ETHNIC CLEANSING OF SERBS
Bulgarian President Petar Stojanov, who spoke late Saturday evening in the UN General Assembly session in New York, said he was "resolutely and categorically against the ethnic violence over the Serbian population in Kosovo and Metohija," leading Bulgarian dailies and electronic media reported Sunday.
Stojanov is the first Bulgarian statesman who strongly condemned ethnic Albanian terrorists and separatists in Kosovo and Metohija since the arrival of UN peacekeeping forces in the southern Serbian province.
The crisis in Kosovo and Metohija has imposed the need for introducing changes in the UN system, President Stojanov said and called on the world organization to compensate the losses caused by sanctions, as was the case in Yugoslavia and in Iraq.
The Bulgarian president also said that the interruption of navigation on the Danube after the destruction of bridges in the Yugoslav section of the river had divided the continent and called on Europe to resolve the problem.
BRUSSELS PAPERS SAY KFOR MAKES SERIES OF DISASTROUS ERRORS
The UN peacekeeping force KFOR has made a series of disastrous mistakes in Kosovo and Metohija because of which it has been unable to protect non-Albanians in Serbia's southern province, which is its main task, Brussels press said Monday.
The papers said that KFOR's major mistake was its failure to disarm the ethnic Albanian terrorist organisation calling itself Kosovo Liberation Army (KLA).
The Brussels daily La Libre Belgique quoted official of the UN High Commissioner for Refugees (UNHCR) Dennis McNamara as saying in Pristina, Kosovo and Metohija's chief city, that the international community was not doing all it could to put an end to attacks on non-Albanians in the province.
McNamara said that more than 200 humanitarian organisations were active in the province, saying that results of their work had fallen short of expectations.
The Brussels press also said that Serbs were the targets of constant attacks that were sometimes even hard to register.
The papers said that Serb representatives in Kosovska Mitrovica and Kosovo Polje had called on UN officials in Pristina to rescind their illegitimate decision on forming the so-called Kosovo protection corps.
In a letter to the UN officials, the Serb representatives said that the corps was an ethnic Albanian military organisation that had rallied ethnic Albanian terrorists and that, consequently, Serbs refused to join it.
They urged the UN military and civilian representatives to honour a military-technical agreement reached in Kumanovo, Macedonia, and UN Security Council Resolution 1244 and immediately disband and disarm KLA.
KOUCHNER - A CAREER
Ethnic Albanian "Kosovo Maid"

In an interview to the French magazine "Paris Match", beginning of July, he said: "According to the UN Resolution 1244, which is my mandate and my Bible, autonomy should be built within the Yugoslav federation".
In the beginning of his mandate he told the Paris "Le Figaro" that it was first necessary to protect the Kosmet Serbs and that he hoped it would urge others to return.
After a massacre of 14 Serbs in Staro Gracko (near Gnjilane) he stated; "The life of these people is unthinkable. They cannot even go out and buy bread. That is unacceptable. Old women are traumatised. They live in confinement".
We are talking about Bernard Kouchner, civil administrator for Kosovo and Metohija, who was appointed to that post by Kofi Annan, UN Secretary-General, on July 2.
He came to the southern Serbian province with an epithet of a man who hates Serbs and after a few months of his work in this area - many are convinced that he has "defended" the title. They also say he did with no remorse.
Anyway, this founder of the discredited "Physicians without frontiers" is the creator of an idea that "humanism is not pacifism" and that war should be waged with war. He has never said any word of sympathy for the Serbian people. On the contrary! Together with the French philosopher and self-propagandist Bernard Levi, he led a group of Western liberals in the media and political vilification of the Serbs. During the war in Bosnia and Herzegovina, beginning of July 1992, appearing of he French television he said: Kosovo is next".
Veteran and a soloist
Although his appointment was by some American politicians assessed coldly, reminding that "this veteran of humanitarian activities" often acts too independently, that his moves were unpredictable, that likes to advertise for himself, that he was insecure and too much politically ambitious, "someone" knew that Kouchner would do the job very well. His best recommendation was his open hate against the Serbs.
And they were right.
After he took over the post, he pompously announces that "the United Nations and him, as their representative, would work on the peace and reconciliation in Kosovo".
And he reconciled them in the way that almost all the Serbs and other non-Albanian population ran to the central parts of Serbia.
He does not care about Serbian heritage, plundered houses and torn down sacred places. Those are the things that only "na�ve" Serbs can consider important. Mr. Kouchner is just "doing his job", which only to the "na�ve" Serbs, instead of protection, look like ethnic cleansing.

What happened in the meantime with the UN Security Council Resolution 1244 - the guarantor of territorial integrity of Fr Yugoslavia, which the chief of Civilian Mission called his Bible?
It seems, unfortunately for the Serbs, that Kouchner understood it as a theatrical scenario, so he gave to himself a role of an untouchable earthly power in Kosovo and Metohija, as per the principle: God's in Heaven in Kosmet - Kouchner's.
He is a prosecutor, judge, legislator, maker of the constitution, Kosovar master, even a demonstrator in ethnic Albanian ranks in Kosovska Mitrovica.
By proclaiming the dinar an "auxiliary currency", he, with one move cancels the Yugoslav monetary system. The all-mighty Kouchner does not refrain himself from taking over of the state movable and real estate property. Separate telecommunication system, customs services, power industry, railway company - are only a part of his "credits" in protecting the oppressed in Kosmet. Of course, with the blessing of the world power wielders, he is just trying to show to his employees his "ability", which is probably more than they asked.
In the Kosovska Mitrovica hospital, which is the Serbian part of town, he again brought back ethnic Albanian physicians. Now they are plundering everything they can lay their hand on. From medical instruments and medicines, to the food for patients. Serbian doctors claim that the patients are literally starving but they can do nothing.
Two Serbian pawns
By winning over Bishop Artemije and Momcilo Trajkovic for the Transitional Council of Kosovo, offering them who knows what, a picture was for a short time created of democracy introduced by KFOR and UNMIK.
After a scandal with the transformation of the terrorist "KLA" into an armed, alleged, Forces for protection of Kosovo, even they finally realized what democracy and multiethnic concept of Kosovo was offered.
Their resignation to the positions in the Transitional Council made Kouchner very angry:
"They did not reject so-operation and we shall be daily in contact. It is not only the chairs in the Council that await them nut our hearts are also open for them. We need them".
The UN Mission chief was this time honest in one thing - he really need Bishop Artemije and Trajkovic. They were his only alibi to be able to present himself in public as "Kouchner - peacemaker".
As for the other Serbs, they are fed up with Kouchner's love and his open heart. For him they only have one message - "Kouchner, go home!"
Statistical Genocide
When in Kosmet, Serbs are being killed every day, when, running away from terrorists, more than 300.000 non-Albanians left this province, and at the same time, due to open borders, from Macedonia and Albanian came around 200.000 Albanians, Bernard Kouchner announces a census?!
Besides directly violating the sovereignty of FR Yugoslavia, this is also a statistical genocide over one nation, not recorded in the history of the United Nations.
Isn't this another of Kouchner's games in the service of those who want to secede Kosmet from Yugoslavia? Anyway, how is Mr. chief of Civilian Mission, in this situation, to establish who the citizens of Yugoslavia are?
