Serbs have criticised United Nations and Nato support for the successor to the Kosovo Liberation Army.
The condemnation came hours after KLA leaders agreed to disband their guerrilla army and create the Kosovo Protection Force.
Although international representatives say the new organisation is civilian in nature, Serbs say it perpetuates the KLA, which fought Serb forces until they pulled out in June.
The Kosovo Protection Force adds to Serb fears that Kosovo is permanently slipping from their grasp.
"This is a nice, slick way to establish a separate army," said local Serb leader Oliver Ivanovic, suggesting the Kosovo Protection Force was a step towards independent Albanian-run Kosovo.
He warned the new organisation "will only strengthen those forces among Serbs eager to set up a counterbalance formation of their own".
Under the agreement, the KLA will transform into a 5,000-member Kosovo Protection Corps, with the former rebel army's chief, General Agim Ceku in command.
Nato stuck by its demand that only 200 members be allowed to carry weapons and then under strict supervision. But some additional people in the corps who consider themselves at risk will be allowed to carry sidearms.
