MOSCOW -- Certain actions by the U.N. Civilian Mission (UNMIK) in Kosovo and Metohija can be viewed as an attack on the soveriegnty of the Federal Republic of Yugoslavia, the Russian Federation's representative at the United Nations, Kiril Speranski, said on Saturday.

"An example of the violation of Yugoslavia's sovereignty is the issuing of personal identity douments, and appointments and measures in the customs and currency sphere," Speranski told Itar-Tass.

According to him, such activities by UNMIK infringe the competences of the sovereign state because the U.N. mission is in fact determining the sphere of its own authority.

This leads towards the creation of an international protectorate in a part of Yugoslav territory, Speranski said.

He also underscored the fact that UNMIK and Belgrade have so far not signed any agreement.
