'NATO countries, led by the United States, are readying a project called 'Ring Around Serbia',' RTS said, describing this as a network of transmitters to enable jamming of its broadcasts across Serbia. The network would also allow simultaneous broadcasts of the Voice of America, Radio Free Europe and other radio and TV programs, RTS said.

The RTS network of transmitters and relay stations suffered heavy damage during NATO's 11-week air war on Yugoslavia, seen by the West as a key part of Yugoslav President Slobodan Milosevic's propaganda apparatus.

RTS said the U.S. plan violated international norms in telecommunications, since the frequencies had been awarded according to international conventions, and represented 'a classic form of state terrorism.'

'With such a criminal action, the United States wants to enslave Serbia with the help of its own and some local, so-called independent media, that is NATO media, and then totally occupy Serbia by appointing a puppet government that would serve U.S. interests,' RTS said.
