BELGRADE -- A visiting Russian State Duma (lower house) official said late on Wednesday that the U.N. administration in Kosovo-Metohija is not functional and so the United Nations' resolution on Kosovo-Metohija is not being implemented.

Nikolai Ryzhkov told a news conference at the Yugoslav parliament that the countries which took part in the NATO March 24-June 10 aggression on Yugoslavia must take the material and moral responsibility before the world for their actions.

Ryzhkov heads the State Duma commission for collecting and collating evidence about crimes committed during NATO's aggression on Yugoslavia.

Summing up the results of his four-day visit to Yugoslavia, Ryzhkov said that the situation in the Yugoslav republic of Serbia's U.N.-administered province of Kosovo-Metohija, which he visited on Wednesday, left an especially bad taste in his mouth.

He said that the relevant U.N. resolution is not being implemented, and the reason for this is that the U.N. administration there, which numbers barely a few dozen people instead of the planned 1,500, does not function.

There is lawlessness and mob rule in Kosovo-Metohija, as evident from murders of Serbs, their evictions from homes and expulsions from work, all practically done under U.N. wing, he said, adding that all this is being done quite deliberately.

He said that his commission therefore has the job of collecting evidence of what is happening, because the aggression on Kosovo-Metohija continues.

He stressed that international norms in no way support foreign insistence on removing the present political regime in Yugoslavia as a precondition for granting finanial assistance.

It is the obligation of those countries that launched the aggression on Yugoslavia in violation of all international norms to give funds for its reconstruction, he stressed.
