The Soviet espionage apparatus in Washington . . . maintained constant contact with the national underground of the American Communist Party in the person of its chief. He was a Hungarian Communist who had been a minor official in the Hungarian Soviet Government of Bela Kun. He was in the United States illegally and was known variously as J. Peters, Alexander Stevens, Isidore Boorstein, Mr. Silver, etc. His real name was Alexander Goldberger and he had studied law at the university of Debrecen in Hungary. In addition, I had myself, during my entire six years in the Soviet underground, been the official secret contact man between a succession of Soviet apparatuses and the Communist party, U.S.A. . . .( page 32 )
I was asked who was the guiding spirit of this apparatus. I answered: �J. Peters.� With that there emerged into public view the short, swart figure of that former Hungarian soldier, former official of the Hungarian Soviet under Bela Kun, close friend of Gerhardt Eisler and head of the entire underground section of the American Communist Party. Until then, most Americans had never even heard the name of the quiet, soft-spoken little man who, nevertheless, had so deeply influenced their lives.
Stripling broke into the testimony to say for the record that the Committee had in its possession a false passport in the name of Isidore Boorstein on which Peters had once traveled abroad. Obviously, Peters was a most important witness for the Committee, which had issued a subpoena for him in 1947. It had never been served. �We have never,� said Stripling, �been able to locate him, and we have asked for assistance from the Department of Justice and Immigration authorities, but still we have been unable to serve the subpoena upon this individual.� Said Congressman Mundt: �The presumption is that the top direction of these espionage activities carried on throughout our Government departments was conducted by a man who was not an American citizen.� . . .

21. "Shtorm" ["Storm"] - one of the Communist Party cover names of Joseph Peters (born Alexander Goldberger, also known as Goldfarb, Alexander Stevens, J. Peters, Peters, Peter.) CP USA files at RGASPI in one instance give this cover name in a German spelling as "Sturm" [515-1-3858, p. 116.] "Shtorm" occurs in Venona cable traffic (Venona, New York to Moscow, No. 687, 13 May 1944) as an unidentified cover name. According to W. Chambers, he had known J. Peters under the name of "Peter." According to CP USA and Comintern files at RGASPI, after J. Peters' return from Moscow in late 1932, the CP USA CC assigned him to "cadre work" (for which he had been trained while in Moscow) that had many aspects, including (but not limited to) the so called "special work." By other reports, J. Peters' work "on the special line," or "special work," as it was most often termed, may be dated as beginning not earlier than late 1934 - following a direct instruction from Comintern, Moscow. Anyway, J. Peters' name does not fit any logical ranking order in-between alleged assets, sources and contacts, since as a Communist Party operative he should have been found ahead of Chambers - the alleged courier. 22. HUAC August 17, 1948 hearings named J. Peters as "also known as Isidor Boorstein"; it also gave his aliases as Alexander Stevens and Peter. Isidore Boorstein was also a name under which J. Peters traveled to the Soviet Union. He testified before the second New York grand jury (on January 27 and February 1, 1949) as Alexander Stevens.
