An Open Letter

Subject : North Atlantic Treaty Organization.

Dear Mr. President,

The original purposes of NATO (countering the Communist threat) no longer apply in the Central and Eastern Europe.

Gradually to dismantle the by now antiquated institution could just as well be considered, rather than any expansion : the latter would naturally confound the bygones of a sad and difficult era with any new developments. It might rather seem advisable carefully to distinguish the history of the old threats from the actuality of any new ones — if any.

Would not a fundamental re-organization of the international security, on some entirely new lines — taking into account the changes which had taken place in the Central and Eastern Europe — seem a preferable approach ?
