RULINGS AND STANDARDS OF THE COUNCIL OF CITIES OF ONLINE GOR

These are the the basic precepts to which the Council Cities and Holdings abide by mutual consent and agreement, in the interest of maintaining a recognized standard and context for many of the issues We are faced with in this realm. They are the framework which the Council is built upon, and upholds. By no means complete and comprehensive, it, as is Virtual Gor itself, is an act of creation rather than recreation. When situations arise which are not adequately addressed by these rulings, amendments may be made, or new standards adopted. This Council in no way wishes to interfere in the individual running of a Home, but provide a united and prosperous Community.

The Council

The requirement for membership to the Council of Cities is a basic adherence to the principles of Gorean Lifestyle. There are many variations and interpretations of this, and We do not claim to set one above another. It is the commonality We emphasize, rather than the differences.
Each City will be represented by its Ubar or Administrator, and His appointed second. A City may change their representation at any time as they see fit without prior notice to the Council. The Council is unable to make retroactive judgements on matters occurring prior to its formation.
Two Representatives from each City will administer the Council e-mail account, and only They will bear the password information and access to the account. It will be Their responsibility to ensure that the account is kept up to date with the addresses of current representatives to the Council only.
Council meetings to be held  Sunday at 7 pm CST/8 pm EST, though emergency meetings may be called. Meetings will be held in the Council Chambers, located on bondage.com #CoC.
Two Thirds Majority rules in voting. If a particular issue is found to be divisive in the extreme, a final vote will be postponed pending further discussion and the seeking of a more amenable resolution. Each Home tenders One Vote even though Two from the Home is present.
Each Meeting may be attended by two representatives from each Member City, plus one slave for logging purposes, at their discretion. slaves will remain silent while in the Council Chambers.

1. By actions within Their City, and by declaration, demonstrate a dedication to a Gorean lifestyle, and the over-riding principle of Honorable conduct in all matters.
2. Acceptance and adherence to the Charter of The Council of Cities.
3. Acceptance and adherence to all existing rulings and standards at time of petition for membership, and the willingness to enforce and uphold them all equally in their Homes.
4. Clear declaration of Ownership and Rulership within their City.
5. All Homes once admitted to the CoC will list the rules of the CoC on Their homepage or a link to such rules.

Recognized Actions

The prescribed format must be followed for an action to be considered legitimate, and honored.

The Protocol is as follows:

FOR ANY ACTION TAKEN BY A PERSON, THERE IS A REACTION. ONE WHO WISHES TO ENGAGE ANOTHER PHYSICALLY WILL MAKE THEIR INTENTION KNOWN BY THE FIRST POST. THE OBJECT OF THAT ACTION WILL RESPOND TO THAT POST, AS THEY WILL. ACTION => REACTION KILLS OR OTHER ACTS OF PARTICULAR BEARING ON THE PERSON OF ANOTHER MUST BE LOGGED, AND FORWARDED PROMPTLY AS OUTLINED BELOW. ANY QUESTION OF THEIR VALIDITY WILL BE BROUGHT BEFORE THE COUNCIL OF CITIES, WHOSE RULING IS FINAL. In order for a kill to be recognized, a log must be sent within 7.5 ehn, or ten earth minutes, to the following address: [email protected]
Any log not sent within the set time limitation will be subject to automatic review by the Council. The log will be forwarded to all Council Members.

Deaths

Death is an inescapable reality of Gor, and as such, is recognized by the Council of Cities. Each City, by its Own Laws, may deal with such situations as they see fit, and punish for unlawful use of arms within Their Own walls, but if a kill is found to satisfy the criteria above, it will be recognized.
If a person is declared dead, they may return under the following criteria:
1. Two Week Purgatory, during which time that person will not be recognized in the Council Cities.
2. After the two week period, they may return under a new name, with no automatic claim to previous property, status, or rights. Vendettas against One's slayer will be frowned upon.
3. If O/one is found to be continually at odds with the Gorean principles of Honor and Conduct, they may be permanently banned under all assumed names from the Cities of Gor, by decision of the Council.
While the Council will not attempt to impose its will upon individual Cities, it urges that death be reserved for only the most dire of offenses, rather than in reaction to disagreements or personality conflicts. The option of banning an individual from One's City is respected and encouraged, if that City's Ruler, or ruling body finds that person to not be in adherence with its laws.

Assassins

Members of the Black Caste must openly state Their Caste on profile by indication of the dagger tattoo. If they enter a room, having taken coin for One within, They must also state this openly.
