The Council of Cities (C of C for this document), is a body comprised of the administrators of the Taverns and Cities of Gorean communities. Its primary function is to establish and uphold certain common legal codes, not to construct rules for individual Cities, with the goal of creating continuity and consentual order to Our environment, while also remaining true, insofar as possible, to Gorean Tradition. It is understood between Us that there are fundamental differences in the manner in which We each choose to live Our lives upon Gor. This Council is not formed with an eye toward setting one above the other; rather to take the Gorean values of Honor and Respect that We share, and upon them build a framework in which We might live without constant strife and conflict between Us. We have found that such infighting is more often than not based upon a lack of understanding and miscommunication. We do not, however, believe that conflict is without its place upon Gor. When in the course of Gorean interaction such conflict does arise in a fashion that affects more then One Homestone, The C of C will be the final arbiter, ruling without self-interest or local prejudice. The secondary function of the C of C is one of mutual defense. There are those who would find themselves upon Gor, and would seek to prey upon others by posing as something they are not. There are those that would abuse, and hurt, for no better reason than the fact that they are without Honor, Respect, or understanding. Against these The Cities and Taverns of Irc Gor stand as One. In the past, the predators would be caught out in one Tavern, simply to move to another, sometimes with another name, other times brazenly without. By common agreement, such persons would no longer find themselves able to move with impunity. It is agreed that all Cities are self-governing, and are to exercise the Law as they see fit within their Own walls. This Council does not seek to impose a greater will upon the Free Cities of Gor, and will not.
