Generally, a click on a link brings the users to the top of the appropriate Web page. If you want to have the user jump to a specific section of the web page, you have to create an anchor and
then reference that anchor in the link.
You are only Required to add quotation mark around the anchor name when it is more than
one word.
In a long document, create an anchor for each section and link it into the soresponding item in the table of contents.
Be aware that Netscape uses the term targets or named anchors when they mean anchors, although targets are something completely different.
