Reading With TLC is a reading website that recommends that sight words be introduced after students work through a phonics based programs.  This sight recommends the use of mnemonics and imagery to teach sight words.  A program called "Sight Words You Can See" is recommended.
Literacy Connections provides tips for teaching sight words.  This site suggests using pictures along with phrases for introducing abstract sight words.
