Addressing Critical Uncertainties for the Management of the Marine Environment and Climate Change

Changing Percpetions


The major change in perception has come from the wording of documents about global warming. In 1992 when Agenda 21 was written, Global warming was referred to as a potential risk and now it is a fact.

Not so much a change in perception as a change in technology is the fact that we have now realised that we are able to totally integrate the globe if need be with the invention of the World Wide Web. Therefore our objectives have increased and still are increasing with the surge of new, quicker technologies.

An example of this in section E is the fact that in the whole section no time limits have been applied this was because they knew what they should do. The fact that they should have global databases but at that time they saw no viable way of doing it. Now however, it is easy to communicate across the World and even to organise and have conferences over the Web.


Future challenges of Agenda 21

The need for research of the marine environment has been accepted in principle by most people but is usually left to the big institutes such as the United Nations, and the small independent groups, or scientists. There are still many things that need to be done to reach effective research, as there is still problems with compatibility between researches.

One of the main problems is that there is now a need to bring all the information together, to some it up as it were and therefore being able to be used as one. This is because at the moment all the information is in bunches and so needs to be integrated in order to be truly effective.

Why is it not integrated yet?

It is all due to the fact that no governments want to be seen to loose any power and so do not like �co-operating.� The nearest that governments have got to co-operating is the EU and UN and with the problems of America the UN does not seem as stable now a days.

Conclusion

We therefore see that integration is needed but the question is how do we manage it.
