| The banding together of groups of people for mutual assistance in trade, manufacture, the supply of credit, housing, or other services. Cooperatives (co-ops) are member-owned, democratic, community-based businesses. As such, they allow for increased economic benefits and the ability for members to direct and control their own development. |
| The State shall create an agency to foster the growth and viability of cooperatives as an instrument of Social Justice and Economic Development |
