I make all of my cartoon dolls on Paint program; unfortunately, this is the only program I know how to use.  Anyway, if you have Paint, then I hope this is of help to you!
~Good luck!
To make the doll, you just left-click on the piece of clothing you want, and drag it to the body. Usually, there is an area made for you to create the dolls in; like a little box. You should make them there. Once you're done, you scroll up/down so that the doll is visible on your screen. Then:
1. Press the button on your keyboard called, "Print Screen" It is usually labeled "Prt Sc"
2. Go to the Start menu at the bottom-left hand of your screen.
3. Click Start, go to Programs, Accessories, then Paint. This is how I get to Paint.
4. Once the Paint program is open, click Edit, then Paste.
5. A window should appear showing your doll, and the website.
6. You may need to click the top-right button on the toolbar at the left side of your screen. It is a picture of a rectangle. Click it.
7. Use it to "crop" out everything but your doll. Left-click at one of the corners of the doll, and drag your mouse across the doll.
8. When you let up, there should be a rectangle around your doll. You can try again, or change it, if it cuts off something.
9. Once you're done, make sure everything you want is inside the rectangle. Then, press Edit, and Copy.
10. Click File, then New. If it asks you if you want to save your first document, you don't have to.
11. Once the new window is open, click Edit, Paste. If it asks you if you want it the window to be enlarged so it will fit, click yes.
12. You may have to left-click at one of the corners and drag your mouse torwards the doll, if there is excess space around the part that you want.
13. Then, you go ahead and save it, first. You MUST save it as a gif!  But DON'T close it, if you want it with a transparent background which is a lot nicer. (Although you can open it later if you accidently close it.)
14. After it's saved, click Image, then Attributes.
15. Put a check in the box next to Use Transparent Color
16. Click on Select Color
17. Find the color that is identical to the background of your doll, then click it. Press Ok.
18. Click File and Save again.
19. Open the file you saved it as, when you're ready to use it.
YOU HAVE MADE A CARTOON DOLL!!!!!!! Yea! Hehe :-)
