Sony Europe President David Reeves has remarked at the E3 convention that Wipeout has some "really tricky technical problems." The game is currently awaiting re-engineering. And I do wonder how bad it is. Bad like He-man episode? Reeves "thinks" that the game will be out by year's end. I smell December.
Below is a faux trailer for Wipeout. What you see is essentially PS2 stock, but souped-up to perform at 1080p at around 60 FPS. That being said, I would assume that the next-gen Wipeout is quite similar to this; but flashier...and much toothier.
