Admiral Tolwyn address's the Assembly, 1 hour before the new civil war begins with the Border Worlds:

"This just in." The TCN News reporter said. "Admiral Tolwyn is about to address the Assembly! We take you there live now!"

"Dear people of the Great Assembly, members of the audience watching at home on your Vidcomms. I bid you a good day, as we begin talking about matters that need be talked about. I stand before you here today to make you aware of a growing threat, a threat that we have not seen since the days of the Kilrathi War!" Tolwyn takes a deep breath. "I know the horrors of war, I was once a soldier on the frontlines fighting for everything the Confederation stood for, I have stared death straight in the eyes and I can tell you it is a nasty prospect."

"I have asked the Admiral here today, to convey to you what we need to do to stop this growing threat." The newly elected Senator said. "He has a plan, and I bid you all to listen very carefully."

"Thank you Senator." Tolwyn looks at the assembly. "I have plans for a new task force that will head up operations to stop the great loss of life, that the Border Worlds are causeing. This new task force shall be known as Black Lance, and their operations will remain secret in order to keep The BWM from knowing about them. If you vote yes to this new proposal I can assure you, I will not let this shameless act of violence continue! And the traitor known as the Heart of the Tiger will be brought in, and see to that I will!"

"Down with the Border Worlds!" A man yelled in the crowd. "They kill our people, and destroy our medical and supply ships... I say we kill them all!"

"Kill is a strong word Captain." Tolwyn said in a soft almost careing voice. "The BWM must know we won't stand for what they are doing, that is why..."

Tolwyn then turns to the Senator he just nods, Tolwyn nods aswell and looks back to the Audience. "That is why im restarting the Genetic Enhancement Program, we don't know what is going to happen when we finally bring the BWM to bay. We have to be prepaired for anything, and im not going to let some surprise catch us off guard!"

"It is time for each and everyone of you to vote, either yes or no to restarting the Gen Enhance Program and forming the new Task Force Black Lance." The Senator looks back at the vote tally. "Voting begins, now!"

Tolwyn watches as the tally begins to go up on yes at the end of the vote, it is 80% saying yes and 20% saying no.

"Then it is settled! Admiral Tolwyn as of this moment I hearby grant you the rank of Space Marshall, and you have the full support of this Assembly, Its Memebers, and the people of the Confederation to start the formation of Black Lance right away!" The Senator smiles. "Congratulations, Space Marshall Tolwyn!"

"Thank you senator, and thank you great people of the Assembly... I promise you we will crush the Border Worlds whom think they can roam around freely killing our people." Tolwyn salutes the assembly and walks out of the Great Hall.

"We now return you to your regular programming, have a nice day!" The TCN reporter smiles as the screen fades to black.
