Consulting Architects and Planners of the Philippines (CCAPP)
The CCAPP is an organization of Filipino-owned and managed architectural, design and planning Consulting Member Firms (CMFs) which periodically participate in competitive selection processes for various types of public sector projects. It was registered with the Philippine Securities and Exchange Commission (SEC) in 1988 and subsequently became a core Member Organization (Mem-O) of the Confederation of Filipino Consulting Organizations, Inc. (COFILCO). The COFILCO is the officially recognized umbrella organization for Philippine (PH) consulting firms in full accordance with the Government Procurement Reform Act/ GPRA of 2003 (Republic Act 9184), Executive Order (EO) 278 and their respective Implementing Rules and Regulations (IRR) and Guidelines.

The CCAPP counts among its CMFs some of the more experienced architectural and planning consulting firms in the country. Most of these have already established separate track records in private sector consulting, locally and overseas, particularly for large land and property development undertakings.

Among the CCAPP CMFs registered under RA 9184 and EO 278 are DACY Architects/ Planners Co., Jose Siao Ling & Associates Co., Turalba & Associates, F.L. Hong Architects & Planners, Luis & Associates, E.M., E.M.C. Florentino & Associates, C.L. Rosales & Partners, R.G. Chan & Associates, PROS, PROS Architects & Engineers, TAM Planners Co., TechPhil Architects & Partners, Transportas Consulting Co. and ADNAapec Networked Development Consulting Services (NDCS).

Over the past year, the CCAPP through its Immediate Past President (IPP), Architect/ Environmental Planner (EnP) Geronimo V. Manahan, PhD and through its incumbent Vice President, Archt./EnP Armando D.N. Alli have, together with other active PH architectural non-government organizations (NGOs), succeeded in their efforts towards the crafting, passage, approval and implementation of important professional laws that help improve the working and consulting service engagement conditions for PH architectural, design and planning firms.

Among these new laws are the Architecture Act of 2004 (PH Republic Act or RA 9266) and its IRR, the IRR and Guidelines of EO 278 (covering consulting engagements for foreign-assisted PH projects) and the promulgated 2004 revisions to the architectural and physical planning sections of the Philippine National Building Code (NBC or Presidential Decree 1096).

The CCAPP shall continue to work for the betterment, the continuing professionalization and the subsequent institutionalization of specialization efforts for the architectural, design and planning professions in the PH and shall continue to guide its member firms in attaining wide respect for the very capable and ethically-minded Filipino architect and planners.

The CCAPP is presently headed by Architect/ EnP Carmencita L. Rosales, fuap, fpiep, a Member of the Board of Environmental Planning (BoEP) of the PH Professional Regulation Commission (PRC).
