1.) Have a good Minister of Recruitment. 2.) Enough banks to sustain the alliance. 3.) Have an ideal, sphere, alliance name, and goals ready. 4.) Your constitution/charter/etc. should be done ASAP. 5.) Generally, 20+ people is a good number on when to announce your alliance. 6.) If you can't get #5, ask for a protectorate/MDP/etc. 7.) Have knowledge about topics. Name: Mezzo Forte, meaning "Moderately Loud" Ideal: Rather than deal with CyberNations as a loud, brash alliance, Mezzo Forte is an alliance that applies it's voice as it sees fit. (Smooth Operator.) Sphere: Multi-color Goals: Sanction, Senator, Staying Six Months, and/or a combination of all three Constitution: Mezzo Forte Article I: Do (Founding ideal) Mezzo Forte was founded on one principle when it came to CN: Ask questions first, shoot later. Rather than being headstrong and meeting everything with a headlong charge, the alliance takes a "step back" from the situations, waiting until all the information has been collected to act. While this may seem odd, especially in CyberNations, it ensures that whatever decision is well thought out, and reasoned. This Founding Ideal can be modified with 100% alliance approval. For this to occur, everyone must voice their opinions, as not responding counts as a "no". This is a very special process, only to be used in the most special of cases. Article II: Re (Admission) Mezzo Forte allows any member of any Team color to join, as long as they can adhere to these two qualifications: Flat - They are not in war, or on any ZI list Sharp - They are willing to adhere to Mezzo Forte's Founding Ideal Article III: Mi (Expulsion) Expulsion of a member falls under these general guidelines: Tie - A member who violates any agreement made between two alliances. Slur - A member who has three "strikes" against them (Three strike rule) Legato - A member who has been removed by Senate vote to expel them Glissando - A member who has violated Article IV An expelled member may only come back to Mezzo Forte when the Senate has 100% vote for re-acceptance (and follows Admission guidelines) Article IV: Fa (Practices) Banned practices: Spying - Anything that may cause a caseus belli, or Declaration of War (DoW) War slot filling: Even though it's a bannable offense to do it intra-alliance, this also counts inter-alliance (as in, declaring on a fellow alliance to take up offensive war slots) Allowed Practices: Tech Raiding - Any member that doesn't have these three guidelines: Trill - Any alliance under 20 members Mordent - Team color restrictions Turn - Any allied alliance (including allies' allies) Allowed and Banned practices will be put into place by Mezzo Forte regarding treaties. Article V: So (Senate) The Senate will be elected Monthly, with their terms running from the 7th of the month to the 7th of next month. This is to ensure one full month is served and for elections to take place. Any member may run in the Senate elections, but only members in good standing (no strikes) can be elected. This is to make sure the Senators are not trouble-makers or hooligans. Lol. One senator will be elected per ten members in the alliance. If Mezzo Forte has 1,000 or more members, a senator will be elected per one-hundred members. Campaigning starts five days before the first of the next month, and ends the day before the first of the next month. The first of the month through the fourth day will be for voting. The fifth and sixth day of the new month will be for Senate training. This is to accquaint new Senators to how the Senate works. The senate will have their own sub-forum, private to all except for the Senate themselves, the leader of the alliance, and those granted temporary rights. Temporary rights are as follows: If you made the proposal and it passes the "Trial by Peers" phase, which needs 10 percent of alliance members' approval. If the Senate is unanimous in naying a proposal, it is otherwise dead and archived for future review. The leader of the alliance may veto a proposal when it reaches the Senate phase, but only if it is "unconstitutional", I.E. Does not follow the Founding Ideal. Likewise, a special forum will be put in place for the membership and diplomats from other alliances can petition for a Declaration of War against a nation or alliance. The Senate and the Ministries will head an investigation into potential declarations of war. A petition must be signed by fifty percent of the alliance, and must meet Senate approval. If it does not meet approval, the petition is either: A.) Rejected, or B.) Given notes of things to change. Senators have Global Moderator privaleges on the alliance's forum, and will be stripped away if the Senator incurs a infraction. Senators can be impeached by submitting a petition for removal. It must meet fifty percentile agreement before an investigation will begin. This investigation will be headed by the leader of the alliance, and the Ministers of the Cabinet. Article VI: Fa (Ministries) A Minister is picked by the Senate, and serves as long as he or she is able. They can be removed by petition to the Senate (50% approval), the leader of the alliance, or of their own choosing. When a Minister is removed from office, a replacement is found as soon as possible. The only real requirement is that a member is willing and capable to do their appointed duty. A list of the Ministries are as follows: Ministry of Education - Updates the alliance on game updates, and educates members of the alliance about the game Ministry of Commerce - Schedules aid and keeps track of Commerce employees Ministry of Recruitment - Recruits members and handles refugees Ministry of the Interior - Handles elections, keeps records of investigations and their findings along with masking on the alliance's forums Ministry of Foreign Affairs - Handles inter-alliance affairs, and diplomatic affairs Ministry of Defense - Handles war efforts, and is head of the Military Article VII: Mi (Leadership) A leader of an alliance is a very important role. Many choices are made by this person, and are judged thoroughly. Because of this, it is a very hard decision to elect one of your peers to this status. However, this has to be done and done well for the alliance to prosper. This leader must adhere to the Founding Ideal. For a member to be considered for the leadership position, they must meet these qualifications: Must be a member of the alliance Must have 25% alliance vote Must be within the top five percent of their respective color Must not be a member that has been expelled Leadership elections are bi-monthly if a challenger is regularly accepted. If two months have gone by and there is no challenger, then any member in the top five percentile of their color is eligble for vote, and there will be an alliance-wide vote. It will be mandatory, as ignorance of it will earn you a strike. Article VIII:
