| 10) Method of nominating and electing new officers a) Upper Officer. First year students are restricted from seeking an Upper Officer position, unless nominated by a standing Upper Officer and seconded by another Officer (either Upper or Lower). A first year student can also be nominated to run for an Upper Officer position if backed by half of the regular membership. b) Lower Officer. Nominations for a Lower Officer position can be made by any regular member, and must be seconded by another. These nominations must be made in person at a Regular Meeting. 11) Method of replacing officers during their term of office a) Impeachment. Any member of the Officer Board may be impeached for failing to execute his prescribed duties, insubordination, or for conduct unbecoming an officer. Any member of the Officer Board may bring written Articles of Impeachment to the President. If the President is the officer in question, the articles may be brought to the Senior Vice President. The President or Senior Vice President shall then call a meeting of the Officer Board within two days in which he shall preside and distribute copies of the Articles to all members present. The accused officer shall be given a prescribed period of time for rebuttal. This shall be followed by a question and answer session where any member of the Executive Board shall be given the opportunity to ask any other member of the same Board questions pertaining to the said question, excluding asking the name of the Officer who drafted the articles of Impeachment. After the question and answer session ahs terminated, the presiding officer shall distribute ballots to all members of said Board. A majority of the presiding members of said Board voting in the affirmative for impeachment shall constitute the removal of the officer in question. b) Resignation. Officers must submit their Letter of Resignation to the Clerk. The Clerk will then collect nominations and establish a meeting date and time for a special Election. c) Replacement. In the event that an office becomes unfilled due to the officers resignation or impeachment the President will take on the duties of the empty office or appoint a voting member to fill the vacancy until a Special Election can take place at a Meeting (online or Regular). This meeting must be announced one week before the meeting and nominations (Regular Nomination Procedures Apply) should be collected during this time. 12) Time of year for electing new officers All Officers serve a one-year term, which begins and ends on May 10. Officer elections will take place during the first Regular meeting in April. 13) Number of members and officers necessary to constitute a quorum in order to conduct legal membership meetings, committee meetings, etc. (List as a percentage (%) for members and officers) a) Membership Meeting. A simple majority (50% +1) of all voting members and 2/3 of the Officers (President must Preside) will constitute a quorum for membership meetings. b) Board Meetings. Two-thirds of the Officers (including the President) will constitute the quorum for board meetings. 14) Method of conducting meetings (Robert�s Rules of Order or other established methods) Robert�s Rules of Order 15) Method for members not officers to call emergency meetings or special events A quarter of all membership is needed to request an emergency meeting and the Clerk must be notified. In order for the meeting to take place a majority of the membership must be present. 16) Officer responsible for informing membership of emergency or special meetings The WSCU Clerk shall be responsible for notifying all members of emergency or special meetings at least a week before the meeting. 17) Method of informing membership of emergency meetings The Secretary shall inform members by email and/or by phone. 18) Day and time of regular membership meetings Regular meetings should occur as frequently as possible with a minimum of two meetings per month. Dates and times will be scheduled at the beginning at each semester, and take into consideration the schedules of the Officers. After Dates and times are set, they cannot be changed. 19) Membership dues (if applicable) The Treasurer will develop the WSCU plan for membership dues, if any are deemed necessary by the WSCU. Dues can only be established by a vote and must win the approval of 50% +1 of officers and 50% +1 of regular membership. 20) The process of amending this recognition application and number of votes necessary for passage (List as a percent) Any member may propose an amendment or amendments and can be presented at any meeting. A vote for passage of the amendment shall not take place until the next regular meeting, the end of which shall not be sooner than one week from the meeting in which the proposal was made. Quorum shall be the same as for regular meetings. Amendments will require a Two-Thirds majority of the full membership for passage. Back to WSCU Home Page -> |
