I was reluctant to accept the conclusion without more information and I have just received a copy of Burton Spear's Vol 7 of the series "Search for the Passengers of the Mary & John 1630". And I quote roughly p99: "The Phelps Family of America and Their English Ancestor's" published by A. T. Servin & O. S. Phelps, claimed that the PHELPS family originated in Tewkesbury, Gloucester, England. Whilliam PHELPS of Windsor, CT, died on 14 July 1672 at age 72, which would place his birth at about 1600. When they found a William PHELPS baptised on 19 Aug 1599 at Tewkesbury with a son Richard baptised there 23 Dec 1619, they believed they had found William PHELPS of Windsor. They could not find the baptisim of George PHELPS there, supposedly his brother, nor could they find any other children after 1619. They speculated the family moved south about 1620, possibly to Porlock, Somerset. In TAG Vol 58 (Oct 1982), M. S. Hyde questions the Phelps genealogy authors claim that the emigrants William and George PHELPS came from Tewkesbury. William's son William Jr. was mentioned in a disposition taken [at Hartford 29 May 1677 as being born about three score years of age -- i.e. b. 1617 -- History of Ancient Windsor, Vol 2 p564], which would push back his father's birth to 1590-1595. Hyde acknowledges that the William PHELPS baptised in 1599 at Tewkesbury could be the emigrant if his son William Jr.'s age was incorrect in the 1677 disposition, but there were undoubtedly other William PHELPSes born in other parishes that could fit as well or better. The PHELPS genealogy called the emigrant George PHELPS a brother of William, but there is no record of George in Tewkesbury. Hyde says they were probably brothers, but could find no supporting evidence. The alleged parents of the emigrants were William and Dorothy PHELPS of Tewkesbury. The father died in 1611 without a will. His widow wrote her will on 16 June 1612 and it was held from probate until 5 May 1617. In her will she named her daughters Dorothy, Frances and Mary and son William, but no sons Thomas and George. She also listed brother-in-laws, Nicholas and Edward PHELPS. This Edward PHELPS prepared his will in 1636, then of Tewkesbury, and the will was proved 1 July 1637. Edward appointed as an overseer, William PHELPS, undoubtedly his nephew, and certainly not the William PHELPS living in New England. The only child of William found in Tewkesbury was Richard baptised 26 Dec 1619. Records discovered since 1982 for Crewkerne and Porlock area of Somerset: William bp. 1618; Richard bp. 1619; Samuel bp. 1621; Sarah bp. 1623; Nathaniel bp. 1624; Cornelius bp. 1627; Joseph bp. 1628; Mary bp. 1628. These match closely the estimated birthdates of the children of William PHELPS of Windsor. Unquote. I think I am convinced now, but will keep a tiny thread of connection to Tewkesbury.
