To be a host you just need to email [email protected] and include your Messenger ID and which state and which category under the state you want your ID to be in. Then people can select it from the list and click your ID and you will be able to invite them to a conference. It's a good idea to create a new id just to use for hosting a conference because if not and you just want to be online and chat, you maybe bothered with alot of IM's from people. Another important thing to remember is this, when you log in and the first person IM's you wanting to join a conference, you can simply click on conference in that window. But after that and so on, you will have to copy and paste there ID, and go to the original conference that was created and go to the conference menu and select invite more people, then paste the users ID in there. Otherwise you would have alot of conference windows up with just one person in them.
