King Sr. Tried to intimidate Councilwoman Michelle Bruce. Councilwoman Michelle Bruce had to send letters to both by regular mail and certified mail for them to stop disrupting her household that late at night.

Without a City Attorney, the city had limited capacity to handle any legal matters. Without a City Judge, the city court docket backlogs increase, and Clayton County Jail refused to take prisoners because Riverdale would not have been able to provide the right to be seen by a Judge within 48 hours. Without a City Solicitor, the court process would experience further delays. With these veto?s Mayor Phaedra Graham endangered every citizen?s life, and people that work in the City of Riverdale, and comes through the City of Riverdale.
02/17/04 Mayor Phaedra Graham opened up the work session to the public (not citizens of Riverdale), the county citizens, when Carlos Beck a.k.a. Cos Carson, and the Mayor?s transition team members and others attacked the city manager, Billy Beckett about the Dept. of Justice Report, and the Perry Report.
02/23/04 Mayor Phaedra Graham opens up the Regular Session again to the public (not the citizens of Riverdale) the county citizens, which was not on the agenda about the Department of Justice Report and other concerns that the community may have had.

02/26/04 Mayor Phaedra Graham was suppose to pick up a large amount of money ($ 333,542.33) in a check from a company (Georgia Power) that had asked her to pick the check up instead Mayor Phaedra Graham had two city employee (Ron Gossett an Brantly Day), to go and pickup the check, which was Franchise money for Riverdale.

The people put her in office to do her job with the City not Mr. Curtis Todd. The City Council at first did not know his name and he did not fill out an City Employment Application but the Mayor Graham gave him access to her office and her files on confidential memos, letters, etc from City Attorney that was in litigation.
