Trash Pickup Problem With DPW

I just found your posting on the AU community list serve about the
slide guide that supposedly tells us when our trash will be picked up
after a holiday. I want you to know that whatever the sanitation
department is telling you regarding our trash pick up after holidays
is a fabrication. The truth is if your pick is the day of the
holiday, your trash is not picked up that weekend. That has been our
consistent experience in the five years we have lived on Warren Street
and 43rd, in AU park. If we are lucky, they make a pick up of the
trash only several days after our scheduled pick up. Our recycling is
never picked up until the next week. That is a particular problem
since, although we are given two super cans for trash, we are given
only one small can for recycling. Not very environmentally friendly
to begin with, but impossible to keep two weeks worth of newspapers
and other recyclable in. My husband looses his patience and the
recycling ends up where it should not have to be, in the dumpster with
the other trash. Our alternative is to have if flying all over the
alley way with the wind during the next week. For the first year I
lived here, I complained regularly to the dpw, through the mayor's
complaint line. Now I have given up. If you know a way of addressing
this problem in earnest, more that having people say what is supposed
to happen, making sure it actually does happen, please let me know.
In the mean time, I find it very unfair to allow the dpw to tell
people that their trash will be picked up after a holiday, when it is
simply to the reality is what is done. We really need to have an
accountable dpw, not just policies and policy statements without meaning.

Councilmember Kwame Brown, chair of the DC Council Committee on
Economic Development, will headline the Tuesday, April 17 meeting of
the Ward Three Democratic Committee. The meeting will be held at
St. Columba's Episcopal Church, 4201 Albemarle Street NW, beginning
promptly at 7:30 PM. The meeting also will include a public forum
with the candidates in the May 1 Special Election for the District 2
(Wards 3 and 4) seat on the DC Board of Education. All members of
the public are invited to attend the meeting. The committee is also
expected to consider and debate a resolution calling for a
referendum to amend the DC Home Rule Charter to change the
governance structure of the public school system.

Preceding the meeting beginning at 7 PM, caucuses will be held to
fill open Committee delegate slots in Precincts 7,9,10,30,32,50, and
138. Any registered Democrat is eligible to run for the slot in
their precinct.

SECOND DISTRICT CITIZENS ADVISORY COUNCIL
ORGANIZATION AND BY-LAWS

As Amended March 28, 2007

ORGANIZATION:

The name of this Organization shall be the Second District Citizens
Advisory Council (2D CAC). The 2D CAC is an independent,
non-political, non-profit, volunteer, civic organization.

PURPOSE:

The general purpose of the 2D CAC is to advise the Commander of the
Second District of the Metropolitan Police Department for the District
of Columbia (MPD) and provide the Commander with information and
recommendations from the community about public safety concerns and
police service needs.

OBJECTIVES:

The general objectives of the 2D CAC shall be the following:

A. To plan and implement programs to develop neighborhood awareness of
crime and crime prevention among citizens of the Second District.

B. To support and encourage the highest police standards of service
and efficiency.

C. To respond to community needs that affect enforcement of law and
provision of police services; to publicize these needs as they are
discovered; and, where appropriate, to refer them to responsible
agencies and/or authorities for action.

MEMBERSHIP:

D. Membership in the 2D CAC shall be open to all citizens of the
Second District, and shall be broadly representative of organizations
and institutions concerned with Police – Community relations.

E. Members shall be those who register by completing a 2D CAC
membership form and submitting the completed form to the 2D CAC
Secretary or other person authorized to receive membership forms. A
member who fails to attend at least one (1) 2D CAC meeting per year
shall be removed from the membership roll. Anyone so removed, may
re-register by completing and submitting a new membership form.

F. Voting Members: All members other than MPD Police and Civilian
Personnel (whether paid or volunteer) shall be eligible to vote.
Voting membership status is effective at the 2D CAC meeting subsequent
to appropriate membership registration. Continued status as a voting
member shall be contingent upon attending a minimum of three (3) 2D
CAC meetings per year. Any member that loses voting membership status
may subsequently regain that status upon attending her/his third 2D
CAC meeting within a one year period.

OFFICERS:

The officers of the 2D CAC shall be Chair, Vice-Chair, Treasurer and
Secretary. They shall each be elected every other year by a majority
vote of the voting members of the 2D CAC at the regular meeting in
January of an election year. A nominating committee consisting of
three (3) voting members shall be appointed by the Chair at the
regular meeting in the previous October. The nominating committee
shall subsequently present a slate of officers for election at the
next regular meeting in November. Additional nominations may be made
from the floor at that time. Officers shall assume their positions
immediately after the election at the January meeting.

G. Chair:

1. The Chair shall preside at the regular and any special meetings of
the 2D CAC.

The Chair shall form committees and appoint chairs of each committee.

The Chair shall present to the Commander recommendations of the 2D CAC.

The Chair shall attend meetings as the 2D CAC representative,
including, but not limited to, meetings of the MPD Police Chief's
Citizens Advisory Counsel. Where appropriate, the Chair may designate
another 2D CAC officer or 2D CAC voting member to represent the 2D CAC
at a meeting.

H. Vice-Chair:

The Vice-Chair shall perform the duties of the Chair in her/his absence.

The Vice-Chair shall assist the Chair in performance of her/his
duties, and perform such other duties as the Chair may prescribe.

I. Treasurer:

The Treasurer shall be responsible for the receipt, deposit and
disbursement of any funds of the 2D CAC, including, but not limited
to, any funds contributed toward the costs of any special events or
projects coordinated by the Special Events And Projects Committee.

The Treasurer shall provide a financial report at each regular meeting
to be recorded in the minutes.

In order to receive, deposit, and disburse funds of the 2D CAC, the
Treasurer shall be bonded in an amount fixed by the Executive
Committee. The funds to pay any bonding fees may be raised from
voluntary contributions from 2D CAC members or local community
organizations.

J. Secretary:

The Secretary is responsible for accurate recording of the minutes of
2D CAC regular and special meetings, as well as the minutes of any
Executive Committee meetings; and for maintaining copies of
appropriate materials from the meetings, including, but not limited
to, the attendance sign-in sheets.

She/He shall maintain an accurate listing of the membership of the 2D
CAC and all Committees.

She/He is also responsible for all incoming and outgoing correspondence.

She/He shall assist the secretary to the Second District Commander in
making sure that a record of all appropriate 2D CAC matters are on
file at the Second District Headquarters for reference.

K. Officers' Terms:

Officers shall each be elected for a term of two years.

All officers shall hold their offices until their successors are
elected and installed, absent earlier termination by removal,
resignation or death.

Any officer of the 2D CAC may be removed at anytime by a majority vote
of the voting members of the 2D CAC present at a regular or special
meeting upon a for cause showing by the Second District Commander.
Consideration of removal may take place in closed session limited to
registered voting members.

Any officer may terminate her/his term early by submitting her/his
resignation to the Executive Committee, which resignation shall become
effective 30 days after submission.

In the case of an early termination of an officer's term, the next
ranking officer shall assume that officer's duties until her/his
successor is elected and installed, which may, where appropriate, be
through expedited procedures.

L. EXECUTIVE COMMITTEE:

The Executive Committee shall consist of the following members:
Chair, Vice-Chair, Treasurer, Secretary and the Chairs of the Standing
Committees.

The Executive Committee shall be responsible for:

a. planning, developing and recommending programs to the 2D CAC;

b. coordinating the programs and activities of the 2D CAC with the
other District Advisory Councils and with appropriate groups,
organizations, or individuals; and

c. reporting currently its activities at regular meetings of the 2D CAC.

MEETINGS:

M. Council Meetings:

1. Regular meetings shall generally be held monthly, and shall occur
no less than 9 times per year at a time and place established by the
2D CAC.

2. Special meetings may be called at any time for special purposes by
the Chair.

3. The attendance of a majority of the members of the Executive
Committee shall constitute a quorum.

N. Executive Committee Meetings:

The Executive Committee shall meet at the call of the Chair, or on
written request to the Secretary from at least three (3) members of
the committee.

A majority of its members shall constitute a quorum at meetings of the
Executive Committee.

STANDING COMMITTEES:

The 2D CAC Chair, with the concurrence of the Executive Committee,
shall designate a chair for each of the following standing committees,
as well as any other properly organized standing or special
committees. Each such committee shall meet at the call of the
committee's chair, who shall have the authority to appoint members to
the committee from among 2D CAC members (except where committee
membership is otherwise specifically limited to 2D CAC voting
members), and to organize, and to appoint chairs of, appropriate
sub-committees.

O. Special Events And Projects Committee:

The Special Events And Projects Committee shall be responsible for
coordinating any special events with the Second District MPD,
including, but not limited to, awards banquets and holiday parties,
and any special projects that promote Police – Community relations.

The Special Events And Project Committee may canvass the community,
including, but not limited to, 2D CAC members, local businesses, and
local community organizations, to provide support for special events
and projects, including, but not limited to, contributing items to be
raffled off at special events and/or donations toward the costs of
such events and projects. Any contributed funds shall be provided to
and managed by the 2D CAC Treasurer.

The Chair of the Special Events And Project Committee shall be a 2D
CAC voting member.

P. Membership Committee:

The Membership Committee shall be responsible for the registration of
members and for maintaining a list of all current voting members of
the 2D CAC.

Prior to each regular or special 2D CAC meeting, the Chair of the
Membership Committee will provide the 2D CAC Secretary with a copy of
the list of then-current voting members for use at the meeting to
confirm voting membership in the event that a vote must be taken or
for some other appropriate reason.

Q. By-Laws Committee:

The By-Laws Committee shall be responsible for reviewing the By-Laws
on a yearly basis, and proposing any amendments it deems appropriate,
so that, at the first regular meeting of the 2D CAC each year, the
By-Laws may either be re-confirmed or appropriately amended.

R. Other Standing And Special Committees:

The 2D CAC Chair, with the concurrence of the Executive Committee, may
organize other standing and special committees as the Chair may deem
necessary from time to time.

PARLIMENTARY AUTHORITY:

The rules contained in Robert's Rules of Order shall govern the 2D CAC
in all cases to which they are applicable, and are not inconsistent
with the By-Laws. The Chair shall designate a Parliamentarian when
required at any meeting. An official copy of Robert's Rules of Order
for the presiding officer's use shall be made available by the Secretary.

AMENDMENTS OF BY-LAWS AND ADOPTION OF STANDING RULES:

These By-Laws may be amended by the 2D CAC upon majority vote of the
voting members present at a meeting of the Council; provided that
notice of the proposed amendments has been made to all voting members
at least ten (10) days prior to the meeting at which the amendments
are presented. Standing rules not in conflict with these By-Laws may
be adopted at any regular meeting of the 2D CAC by a vote of the
majority of the voting members present.

These Revised Organization and By-Laws were adopted by the 2D CAC
voting members in attendance at the March 28, 2007, regular meeting at
the MPD, Second District Headquarters.

Draft Minutes
March 28, 2007

In Attendance: Commander Andrew Solberg (MPD), Samantha Nolan
(Chair), Harry Gates (Vice-Chair), James Lively (Treasurer), Assistant
U. S. Attorney Anita LaRue, Abby Frankson (Ward 3 Neighborhood
Services Coordinator), Reserve Officer Chris Lively (MPD), Lt. Marty
Pfeifer (American University), Bob Avery, John Fanning, Anne Renshaw,
Bob Mailley, Melissa Handler, Joe Sandman, Jean Toth, Marvin Tievsky,
Darryl Queen, Alma Gates, Jonathan Lawlor, Frank Winstead, Nancy
MacWood, Edward Burger, Roger Myers, Adam Clampitt, and Kris Benjamin.

Call to Order: 7:05 p.m.

Adoption of Agenda: Two separate motions were made to amend the
Agenda: (1) to have the U.S. Attorney's Office Report precede the
scheduled Council Business; and (2) to have the Commander's Report
also preceded the scheduled Council Business. Both motions were
seconded. The Chair accepted the first proposed change without
objection. After discussion, the motion for the Commander's Report to
precede the Council's Business was defeated 7 votes to 6 votes.

US Attorney's Office Report (By AUSA Anita LaRue)

The requirement that officers meet with AUSAs in order to paper
arrests (i.e., provide support for sufficient cause to prosecute)
prior to presentation to a magistrate was discussed. Chair Samantha
Nolan indicated that it had been brought to her attention that because
AUSAs are not available to meet evenings during the week, and all day
Saturday and Sunday, arrests that are made later in the day (as early
as 2:00 pm on Friday) or at anytime on Saturday and Sunday can not be
papered until 7:00 am Monday morning, and that officers sometimes
sleep in their cars rather than drive home and back. There was
concern that this procedure is inefficient, and might deter officers
from making certain arrests. Although magistrates are also not
available 24 hours, the papering concern is not due to that because
the officer meets with the AUSA, not the magistrate. Only AUSAs are
required to meet with the magistrates.

AUSA LaRue said that MPD is one of the few jurisdictions that requires
face-to-face meetings between officers and prosecuting attorneys to
paper arrests. Both Cmder Solberg and AUSA LaRue acknowledged that
the primary reason for this requirement is that MPD officers are
generally "not good" report writers. Cmdr Solberg said that if an
officer makes an arrest in the afternoon, the officer must come back
the next morning to paper the arrest, even if it is the officer's day
off. The papering itself is not that time-consuming, usually only 5
minutes. The difficulty is getting to the courthouse to meet with the
AUSA and finding a parking space, as there are no designated parking
spaces for officers.

AUSA LaRue said that a pilot program had previously been tried
(approximately 3 ½ years ago) in the 6th and 7th Districts where AUSAs
were available for 24-hour in-take for about 6 to nine months. It was
purportedly determined that there was not enough volume to warrant
continuation of the program. Instead, AUSA LaRue said that the US
Attorney's Office is looking to streamline the process by having more
of the paperwork done on computers so that face-to-face meetings would
not be required. The US Attorney's Office is in the process of
updating its system, but MPD needs to update as well so that there is
appropriate functionality for communication between the systems.

It was the sense of the 2D CAC that this inefficient, and potentially
damaging, procedure needs to be addressed by the appropriate
authorities. Accordingly, the following resolutions were offered,
seconded, and approved:

Resolution: The 2D CAC urges the U.S. Atorney's Office, MPD, and any
other responsible agencies to increase the efficiencies in papering
arrests.

Resolution: The 2D CAC requests that, at the next 2D CAC regular
meeting, AUSA LaRue provide a status report concerning the integration
of the computer systems of the US Attorney's Office and MPD,
including, but not limited to, the identity of the organization
responsible for the integration of the systems.

Chair Samantha Nolan indicated that she would draft a letter to the US
Attorney, and circulate to the CAC members, concerning the need for
coordination between the two agencies and the need for additional
AUSAs during evening and weekend hours.

The Report of Papered Community Prosecutions and Papered Arrests for
February 2007, was distributed. (A copy of this report is attached to
these minutes).

"Project Safe Childhood," an interactive public safety program for
children and teenagers concerning computer on-line safety promoted by
the U.S. Attorney's Office was discussed. The program's emphasis is
on how to avoid on-line contact with pedophiles. Suggestions were
sought for how to better promote the program. Suggestions included
working with Serve DC's Commander Ready Program and contacting the
principals directly at DC Public Schools.

Council Business

1. The proposed revised by-laws for the 2D CAC were discussed.
Jonathan Lawlor, Chair of the By-Laws Committee, led the discussion.

A threshold issue was whether officers' terms should have term limits
and, if so, what limits. After discussion, the following four
proposals were considered: (1) limited to two successive two-year
terms; (2) limited to three successive two-year terms; (3) one-year
terms without limitation; and (4) two-year terms without limitation.
It was determined that there would be a run-off for the two proposals
receiving the most votes. Proposal No. 1 received no votes; Proposal
No. 2 received 3 votes; Proposal No. 3 received 5 votes; and Proposal
No. 4 received 6 votes. In the run-off, Proposal No. 3 received 5
votes; and Proposal No. 4 received 8 votes, with one abstention.
Therefore, it was decided that there would be two-year terms without
limitation.

There was discussion about increasing the number of required meetings
per year to retain voting status from 3 to 5. The membership agreed
that increasing the number of required meetings would decrease
membership and have a negative impact on our outreach program to
increase membership. The number of meetings required was left at 3
per year.

After further discussion, the proposed revised by-laws were moved,
seconded, and approved. (A copy of the approved 2D CAC By-Laws
accompany these minutes)

2. The election of officers was considered. The following slate of
officers had been presented at the regular February meeting by Jean
Toth, Chair of the Nominations Committee: Chair Samantha Nolan, Vice
Chair Harry Gates, Treasurer James Lively, and Secretary Jonathan Lawlor.

James Lively withdrew his name from consideration as Treasurer due to
pressing personal reasons. Jean Toth indicated that she was
interested in serving as Treasurer. She resigned as Chair of the
Nomination Committee, and was replaced by Bob Avery. Harry Gates
withdrew his name from consideration as Vice-Chair. Anne Renshaw
indicated that she was interested in serving as Vice-Chair.

Bob Avery, as Chair of the Nominations Committee, nominated the
following slate of officers: Chair Samantha Nolan, Vice Chair Anne
Renshaw, Treasurer Jean Toth, and Secretary Jonathan Lawlor. The
nominations were seconded. There were no further nominations. A
motion to call the question was made, seconded and passed. The
nominated slate of officers was accepted with 10 votes in favor and no
objections.

3. Membership issues were discussed. The Chair appointed Jonathan
Lawlor as Membership Committee Chair without objection. Completed
membership registration forms as well as a current list of members
were provided to him to keep and maintain.

Commander's Report (By Commander Andrew Solberg)

The 2D "Town Hall Meeting" on March 26th at St. Columba's was briefly
summarized.

Crime Statistics: There was a 12% decrease in crime in 2D for the
first 25 days of March this year compared to last year. Also, in the
25 days after the 2D's 100-Day plan to promote community policing was
implemented on March 1st, there has been a 1% decrease in crime
compared to the first 25 days of the previous month. Thefts from
automobiles in Georgetown are down significantly with 10 this month
compared to 34 last month. Several arrests have been made with
respect to these types of thefts. (A copy of the crime statistics
accompanies these minutes).

Filing a complaint: Forms to file a complaint concerning service
provided by MPD officers are available from every police car as well
as the 2D front desk. There is no form to compliment service. Chair
Nolan will look into this issue. In the meantime, commendations may
be e-mailed to Cmdr Solberg. Community commendations are also
appreciated. For example, the Georgetown business community recently
presented the "Joe Pozell Community Service Award" to Officer Shante
McGee.

Lt. Kucik has been transferred to the traffic safety division. Lt.
Roger Roch will replace him as PSA 204 Lt.

Chair's Report (By Samantha Nolan)

Officer Ava Cole, a School Reserve Officer at Wilson High School, made
a presentation about the 2D Summer Camp. Officer Cole is organizing a
summer camp to be run by 2D seargents and 10 officers at Wilson High
School that will be for 75-80 children from the ages 6 to 13 years
old. The weekday camp will be a 7-week camp from June 25th through
August 10th. The cost will be $200 for the seven-week program. It
was suggested that consideration be given to raising the tuition and
offering scholarships on a need basis. The campers are to make a
commitment for the full seven weeks. The day will be from 7:30 am to
4:00 pm with a one-hour after-care option. Breakfast and lunch will
be provided. The activities will include field trips. Consistent
with Chief Lanier's stated goal of increasing the availability of
supervised activities for all children, attendance is not limited to
"at-risk" children. The program needs funding for this year. Officer
Cole indicated that she hopes to obtain an MPD grant for next year.

202-IM-BORED is a telephone number that provides information for
summer youth programs. Each night at 11:00 pm, a recording will be
made listing programs available for children by neighborhood for the
following day.

The 2D Awards Banquet is tentatively scheduled for July 13th. The 2D
CAC needs to work with MPD representatives to coordinate the where and
when, as well as the raising of funds for the event. Anyone
interested in chairing the Special Events And Projects Committee
should contact Chair Samantha Nolan.

The Camp Brown Banquet is scheduled for June 1st at the Naval Yard
beginning at 6:30 pm. Tickets are $40 per person. The 2D Reserve
Officers have already agreed to purchase a table (10 tickets). The 2D
CAC hopes to increase its participation at this year's banquet.
Tickets can be purchased from Chair Samantha Nolan at next month's 2D
CAC regular meeting. If you cannot attend the banquet, but would like
to make a tax deductible donation, please make checks out to 6D MPD
CAC Camp Brown, and give to Chair Samantha Nolan.

The upcoming Neighborhood Corps Academy will provide 5 advanced
preparedness classes for those that have previously received Community
Emergency Response Team (CERT) training (2 on Saturdays and 3 on
Wednesday evenings). Those interested should contact Chair Samantha
Nolan.

There will be a hands-on Fire Safety Class at the Tenley Fire Station
for those that have previously been CERT trained. The date and time
are to be determined.

Woodley Park is starting a Neighborhood Watch program. Other
communities interested in starting such a program should contact Chair
Samantha Nolan.

There will be a DC Voting Rights March on Monday, April 16th. Those
interested in participating should gather at Freedom Plaza at 2:30 pm.

There is a new traffic light at Morrison Street and Connecticut
Avenue, NW. The traffic light generally flashes yellow for
Connecticut Avenue and flashes red for Morrison Street (the same as a
stop sign). Pedestrians may push a button that leads to a flashing
yellow (on Connecticut Avenue) which then turns to a solid red in all
four directions. DDOT is working to coordinate the solid red light
for Connecticut Avenue with the nearby lights at Livingston and
McKinley Streets.

Approval of Minutes: The Minutes of the 2D CAC regular meeting on
February 28, 2007, were moved, seconded, and approved with a minor
change in verb tense.

Adjournment: The meeting was adjourned at 9:05 p.m.

Tenleytown Walking Tour

Tenleytown will be featured again on the DC Cultural Tourism
spring weekend of free walking tours of neighborhoods in the city. We
will have our tour on Saturday, April 21, 10:30-12:30. Meet at Best
Buy (corner of Wisconsin and Albemarle), approximately the same site
where General Braddock's troops assembled before their ill-fated trek
to Pennsylvania during the French & Indian war.

This tour will be lead by several long time residents, amateur
historians and cranks (the undersigned included) from Tenleytown
Neighbors Association and the Tenleytown Historical Society.

*Learn about the second oldest nieghborhood incorporated in
Washington, and the only neighborhood named after the local tavern
owner, even though no one knew how to spell his name correctly.

*Sites on the tour include the old Methodist cemetery, the Rest
(G. Washington may actually have slept there), and the Grant Road
Historic District.

* We will discuss the significance of Fort Pennsylvania, aka
Fort Reno, and President Lincoln's opinion of the food served in
camp. We will discuss the African-American community which arose
after the fort was torn down, and its subsequent dispersal as Fort
Reno Park was created.

* Extra credit will be given to the legal scholars who can
identify the two decisons by the District of Columbia Court of
Appeals from Tenleytown's more honky-tonk days; hint, one involves a
Tenleytown brothel and one involves a murder following a fight at a
local strip club.

Anyhow, we hope to educate, and entertain, and look forward to
seeing you on Saturday.

Question about recycling books

Is there a way to recycle out of date, hardbound
text books? I have some that are old science books
and much of the information is not up to date. I
hate to just throw them out, since there is a lot
of paper in each one, but I understand that the folks
who use recycled paper don't want bound books.

Any suggestions?

Pepco Urges Customers to Stay Safe as High Winds Fell Trees and Bring
Down Wires

Soaking rains followed by high winds have taken down many trees
throughout the Washington area and have caused numerous power outages.
Pepco crews are working to restore power but the high winds make their
work more difficult and are continuing to cause new outages.

Trees that bring down power lines create hazardous conditions and Pepco
urges customers to stay safe during these weather emergencies.

Pepco urges customers to heed the following safety tips:

* All downed wires should be treated as if they are energized.
Do not approach them or touch them. If you see a downed wire, report it
to Pepco at 1-877-PEPCO-62

* Report power outages by calling 1-877-PEPCO-62

* Never attempt to remove trees or limbs from any utility line.
Assume all objects touching a power line are energized.

* Keep away from flooded areas and stay indoors. Even wading in
a shallow puddle or flooded basement that is exposed to an energized
line could cause a harmful or fatal electrical contact.

* Keep children and pets inside and away from standing water.

* If your basement is flooded, DO NOT attempt to turn off power
or operate circuit breakers while standing in water.

* Turn off all appliances, including your furnace, air
conditioner, water heater and water pump. That way, you can avoid a
circuit overload and another outage that may result when power is
restored to all appliances at once

* Unplug sensitive electronics and turn off power to flood-prone
basement appliances if you can safely do so.

* (NOTE: Do not turn off power to sump pumps.)

* Leave on one lamp so you'll know when the power is restored.

* If you use a portable generator, always operate it outside,
away from doors and windows, to avoid deadly carbon monoxide.

* For your safety and the safety of Pepco employees working to
restore power, do not connect your generator directly into your home's
main fuse box or circuit panel. Improperly connected generators can feed
electricity back into the electrical system, endangering field personnel
working to restore your power. Consult a qualified electrical contractor
if a permanent generator installation is desired.
