Can anyone recommend a skillful, reasonably priced person who can
design and implement a front-lawn landscaping plan? If you have a
front lawn completed by that person, I'd appreciate an address. Thanks.

You might want to check with Urban Referrals (www.urbanreferrals.com).
The folks they recommend always have great customer referrals and I've
found them very useful.

Strange tree tagging

Yesterday I discovered a folded-up strip of thin green plastic, measuring about an inch square, stapled to the tree in our backyard, facing the alley behind our house on Ellicott St. My wife talked to the DC government, asking whether the city is engaged in any sort of tree tagging. The answer was no. A person at Ms. Cheh's office also pointed out that any environmentally savvy person or group would not staple anything to a tree, and the DC employees are explicitly prohibited from doing that.

Has anyone else noticed this sort of thing? It seems suspicious to us.
