**** EXCERPTS FROM DRAFT MINUTES OF JANUARY 24TH CAC MEETING
[2nd District Police Citizens Advisory Council]

Our next meeting is scheduled for Wednesday, February 28. Our guest
speakers will be from the Pace Car Program.
Commander's Report: The Commander gave an analysis of members
assigned to the Second District—234 officers including two Captains
[District Manager Alonzo Joy at the rank of captain], 10 Lieutenants,
23 Sergeants, 197 officers including 181 who are full-duty—and, of
course, the Commander.
Chief-Designee Lanier is seeking community input on plans for the
first 100 hours and 100 days. The Second District has a different
plan from others, given that it does not have the same level of
violent crimes. Commander Solberg will incorporate community concerns
into the plan for the Second District including issues such as traffic
and parking.
The 100 days plan focuses on customized policing strategies by
neighborhood. For example, Lt. Kelvin Cusick has three sections in
his Police Service Area. Each of the three areas has its own plan
based on the needs of that neighborhood. The Commander is looking for
Customized Policing Strategies for each Neighborhood. Sixth District
Commander Robin Hoey has subdivided PSAs into Police Beats.
Community input may address traffic issues such as speeding, ignoring
red lights, or failing to yield to pedestrians. It may also address
the behavior of officers to ensure that they treat citizens with
respect. The Commander stressed professionalism from Recruits to the
Chief. He looks to officers to set an example for the public through
their behavior. If they are to be credible in enforcing the
cell-phone law, setting an example requires officers to pull their
squad cars to the curb to talk on the phone.
For the month of January 2007, crime has increased nine percent,
especially in PSA 206 and PSA 204. The Second District had three
arrests last week by plain clothes and uniformed officers. Thefts from
autos continue, with IPODS, cell phones, laptops, and cameras
targeted, particularly when they are in plain view. Popular stolen
cars are Toyota Corollas, Honda Accords, and Jeeps. The Commander's
advice is to use an anti-theft device such as "The Club" and remove
valuable articles from cars.
A new emphasis will be awards for officers, 24 to 48 hours after they
make arrests. Chief Lanier wants to recognize officers immediately.

Introduction of Abby Frankson, Ward 3 Neighborhood Service
Coordinator: Abby Frankson, Office of Community Relations and
Services, introduced herself as the Mayor's Ward 3 liaison to District
agencies. Abby Frankson will check on action on matters such as
replacing streetlights, removing trees, and repairing potholes, to
follow up reports to the Mayor's hotline at 727-1000. Every month she
will meet with a Core Team made up of a member from each agency. She
expressed interest in e-mailing them right away regarding complaints.

Office of Community Relations and Services will have an Outreach
Coordinator who will attend community meetings to keep the Mayor
current on issues.
Chief-Designee Cathy Lanier: The City Council will vote on confirming
the Chief-Designee. She gave an overview of the five points of her
100 Days plan.
Reduce crime and the fear of crime in the community.
Custom-tailor strategies for neighborhoods by engaging stakeholders to
integrate the community's ideas into the plan. Ensure that officers
have the tools they need to do the job. Evaluating tools will include
checking the 1700 vehicles in the fleet. Technology is another tool.
The police department needs a good records management system so that
officers will not have to keep writing reports by hand. The chief
technology officer is striving to automate arrest records and
consolidate information about offenders.
Improve responsiveness through PSA lieutenants so that people can
reach someone on duty through a cell phone number. Watch
commander—get a lieutenant.
Integrate Homeland Security into the Police Department to prevent
incidents and respond to events.
Redefine professionalism by shifting the focus to first-line
supervisors. Empower them. Get them away from doing paperwork. Get
sergeants back on the street.
Foster innovation in routine activities and improve fiscal
accountability.
The complete strategy will include professional development so that
officers can advance through the ranks. The system should prepare
officers for the next level.
The final draft of the plan is due to the Chief the second week in
February. Then she will revise it based on community feedback. She
wants to complete the long-term strategy by the end of March.
**** PEDESTRIAN MASTER PLAN GETS UNDERWAY; PUBLIC INPUT SOUGHT

Year-long Process Underway to Evaluate and Improve
Pedestrian Access and Safety in the District of Columbia
The plan is part of a process that will examine all aspects of the
District's pedestrian environment - from policies to design guidelines
to specific safety improvements in some of the city's highest
pedestrian crash corridors.
The plan is due to be completed in October 2007 and currently DDOT and
its partners are seeking public input through focus groups, an online
survey and a citywide meeting. Last year, 17 pedestrians were struck
and killed in the District. In 2005, 16 pedestrians were struck and
killed.
"Every day the District of Columbia becomes more of a walking city,"
said Emeka Moneme, acting Director of DDOT. "But as it becomes more of
a walking city our goal is to make it safer and more walkable by
improving sidewalks, roadway crossings and the quality of life for
pedestrians. This plan will be a team effort and we're looking forward
to working on it."
The District of Columbia Pedestrian Master Plan will:
* Engage the public to identify key concerns for pedestrians in
the city related to safety, accessibility, sidewalk gaps, and the
quality of pedestrian facilities
* Analyze and evaluate pedestrian conditions in specific areas of
the District with a history of pedestrian crashes, with large numbers
of people walking, and with significant barriers to walking
* Develop solutions to improve pedestrian facilities and safety
including sidewalks, enhanced crosswalks, pedestrian countdown
signals, and traffic calming measures
* Coordinate and complement DDOT plans and programs that impact
pedestrian safety and access, such as the Great Streets Initiative,
Context Sensitive Design Guidelines, and the Complete Streets policy
* Review existing policies and procedures for constructing and
maintaining pedestrian facilities to ensure they will have a positive
impact on the pedestrian environment in DC for years to come.
* Map existing deficiencies and recommended pedestrian
improvements throughout the city
* Develop pedestrian design guidelines to update standards for
pedestrian facilities and conduct training of DDOT staff
The detailed planning process will include extensive agency and
community stakeholder involvement through a Technical Advisory
Committee, an online survey, focus group meetings, field surveys in
specific corridors and a citywide public meeting.
The Technical Advisory Committee (TAC) consists of representatives of
various District departments and agencies, and key stakeholders
including the Metropolitan Police Department (MPD), the Washington
Metropolitan Area Transit Authority (WMATA) and the National Park
Service (NPS). The group will help direct the development of the
Pedestrian Master Plan by providing input on key tasks and reviewing
plan drafts.
This project is being conducted by the District Department of
Transportation (DDOT) Pedestrian Program. Toole Design Group, LLC. is
providing consulting services for the plan.
