1. Constitution for Section 47
1.1 Section 47 is a trivia sim
1.2 Section 47 has a chain of command as outlined in Section 5,6,7 and in the organisational diagrams, which are to be respected.
1.3 Section 47 is run by the Section Admiral, who is supported by and accountable to the rest of the Command Staff.
2. The Command Staff
2.1 The Command Staff shall be composed of the following positions:
Section Admiral
Executive Officer
Trivia Officer
Personnel Officer
Ranks Officer
Chief of Communications
Biographies Officer
Academy Commandant2.1.2 The minimum number of individuals on the command staff shall be 5. When the number of people on the command staff falls below this figure vacant command posts will be filled as quickly as possible
2.2 The responsibilities of the Command Staff are:
To support the Section Admiral in the efficient running of the site.2.3 The Command Staff are supported by:
To fulfil his/her respective duties as listed in 5
To meet regularly (Once a month) to discuss Section matters.
To award positions and make decisions.
2 elected representatives from the fleets
Each command staff member's respective assistants, with the exception of the Section Admiral and Executive Officer (since the XO is the SA's assistant)
The assistants to the command staff, while not voting members are to be considered part of CSS.2.4 The Command Staff each have one vote for the purposes of decision making and are prohibited to hold more than one position on the Command Staff. The only exception to this is the position of Section Admiral, which can be held in addition to another command staff position. This officer will still get just one vote.
2.5 Promoting people into the Command Staff requires a vote in a CSS meeting with at least 60% of the vote. Proxy votes are permitted for CSS members unable to attend.
2.6 People are awarded new positions of responsibility on the basis of ability, experience and eagerness, by the Section Admiral or by the member of the CSS with authority over that area, only with the support of the command staff.
2.7 Command Staff serve for an unlimited period until they resign or are removed by a no-confidence vote.
2.8 Command Staff can be removed by a 2/3 vote of the Command Staff or by petition from the fleet after a majority vote against the officer.
2.9 The Section Admiral and Command Staff will have the necessary information to upload his/her respective files to the Website.
2.10 The Section Admiral, and Chief of Communications will have the information necessary to access the main message board in order to be able to maintain it and remove unwanted messages, advertisements or harassing messages by non-members.
3. Command Meeting Votes
3.1 Extraordinary Command meetings can be called by 33% of all people eligible to vote or by the Section Admiral. They must provide at least 4 days notice of the meeting and follow the normal rules for command staff meetings.
3.2 Proposals for amendments to the constitution can be made by any officer eligible to attend a CSS meeting and the JAG. Other officers wishing to make alterations need the support of a command staff member to get an amendment forwarded.
3.3 Amendments to the constitution can be made when at least 60% of the command staff vote for it to be accepted.
3.4 Votes on normal decisions are on a majority first past the post basis. In the event of a tie the Section Admiral has a casting vote.
3.5 The minutes of command staff meetings will be released over the announcement mailing list after each meeting with the exception of motions declared confidential
4. Meeting Rules
4.1 Meetings are for:Creating new positions
Assigning new responsibilities
Creation/removal of ships
Promotions to positions of Captain and above
Awarding Captains' Cross and Roddenberry Star Commendations
Sorting out questions for website polls.
4.2 They must take place once a month at a regular place and time, preferably in a password protected chat room on a major server for private use.
4.3 Half the Command Staff and a member of the CCS to take the minutes must be present for the meeting to be quorum. The Head of the CCS serve in this role if no other CCS member is available.
4.5 An agenda must be circulated at least 2 days before a meeting
4.6 All meeting must be called with at least 4 days warning.
4.7 Any members not present can appoint a non-voting representative to speak on his/her behalf. The attendee must be ratified by the SA before the meeting.
4.8 People eligible to attend a command staff meeting are.
All members of the command staff.
All Fleet Reps.
A member of the CCS, acting as the reporter and taking the minutes.
Any people invited by the Section Admiral.
Chief Justice of the JAG.
Commanding Officers of Each Fleet
Section 47 Founder, Tettares Hepta.
4.9 The only people with a vote at these meetings are the command staff. Admiral Hepta may exercise a vote in matters of the highest importance to Section 47.
4.10 The Section Admiral may declare items confidential at any time in the meeting. The item will be marked as confidential in the minutes with the reason given by the SA for why it is confidential. It may not be discussed with anyone who does not need to know or was not eligible to attend the meeting. People may be declared "Need to know" by the SA, with the support of one other command staff member at any time. These matter will be put in a seperate report for just the CSS.
5.0 Position Responsibilities
5.1 Section Admiral - The SA position is meant to be that of a figure head.Overall Command and Supervision5.2 Executive Officer

Establish and ratify treaties with other organisations
5.3 Personnel OfficerAssist the Section Admiral in sound decision making
Provide advice and support to the Section Admiral
Chair meetings in the Section Admirals absence
Make sure that the command staff is run according to the word and the spirit of the constitution.If there is no serving XO then the responsibility of this position will fall to the highest ranked member of the command staff present. If ranks are the same it will be decided on length of service, or preference of the SA.

Can appoint an Assistant to help complete this remit who is not a member of the Command Staff but who is a member of the CCS/DCS. This person will act as the Commanding Officer for the CCS.
Acts as the commanding officer for the CCS. Acts as a go between for the CSS and the JAG.
Collect in the bios submitted for S47.5.8 Fleet Representatives
Update bios in the website.
Collect medals, promotions and transfers for addition to the biographies.
Can appoint an assistant to help complete this remit who is not a member of the command staff.
Fulfil an advisory role.
Represents and is elected by the fleet.
Position is short-term (3-months).
Are elected by vote of members as stated by the returning officer before the election is called according to the Election Rules.
It is the job of a fleet rep to make sure that they can make it to a meeting.
Fleet Reps will be added to the command staff mailing lists for the duration of his/her term in officer5.9 Academy Commandant
Runs the academy.
Adds new applicants to Section 47.
Assigns cadets to trainers.
Also informs Personnel and Ranks Officer about graduated cadets.
Removes non-graduates.
Passes graduated cadets to the personnel officer to be assigned to ships.
Can appoint Academy staff to help complete this remit who is an active
member of Section 47, with the rank of Lieutenant or above
6. Supporting Positions
These are positions that are considered important but not yet to get a vote. Any new positions created fall into this position. They may be promoted to positions of command staff at a later date if this is required.They do not have access to the website passwords. They have to be forwarded for approval and update by a member of the command staff. These positions may be held by members of the command staff.
6.1 Commendations OfficerAwards the medals that are nominated.6.2 Inspector General
Updates the commendations pages.
Inspects all the ships in Section 47 on a regular basis and awards them points as pertaining to the quality of simming taking place on that ship.6.3 Drills OfficerSet drill questions every fortnight.6.4 Returning Officer
Mark the answers for these drill questions and place the results on the website.
Show how points were awarded.
The Returning Officer is a member of the CCS and appointed by the head of communications.6.5 JAG
Maintain the election pages and message board.
Call the date and timing of the elections for Fleet Rep
Run the election, make sure that candidates abide by the rules of the election and dish out any punishments that might be suitable for braking election rules.
Change election rules, before the calling of each election, in any way which may make the election easier to run or more organised.
Issue results of the fleet rep election.
Records the results of any general polls made to the general public of Section 47. This includes votes to remove command staff.
Runs polls on a weekly basis on questions about the running of S47. The questions are to be agreed in CSS meetings before-hand.
Awards points for taking part in voting for poles and informs the Ranks officer of any points awarded.
The JAG will take care of disciplinitary action in S47, keeping the Command Staff informed of their decisions. The JAG are governed by their own constitution which requires approval from the CSS to change.7.0 Sim Position Responsibilities

Takes monthly ship reports.
Pass on transfer information and inactive players to the Personnel Officer.
Submit monthly fleet reports to his/her Fleet Commander.

Runs missions
Makes sure that all personnel are present and participating in the missions.
Makes monthly reports to the Squadron Commander
Organises who runs the ship's message board, Website, and who co-ordinates the ship's logs.
Takes care of what problems crewmembers might have and passes them up through the chain of command.
Looks after the Captains responsibilities when they are not available.
Makes sure that the Captain is doing his/her job.
Takes care of tasks delegated by his/her Captain.
8.0 Complaints and Problems
8.1 Minor Complaints or problems should be passed through the Chain of Command from Ship's Captain to Squadron Commander to Fleet Admiral to the Command Staff.
8.2 Alternatively one can approach the Fleet Reps or the Chief of Communications who should bring the matter to the attention of the Command Staff.
8.3 Issues relating to parts of the site under control of a particular officer should be taken directly to that officer or the fleet rep (who can bring this information to the officer responsible).
8.4 Complaints about the conduct of officers should be taken first to that officer, and the captain of your ship. If you still have a complaint about another officer then you should contact the JAG with all relevant information.
8.5 CO should be removed if he/she does not post after a period of a month without good reason or prior approval of a leave of absense. In the event of one months inactivity it is the duty of the FO to take control of the sim and report to CSS immediately
9.0 Ratification
9.1 All persons appointed to the Command Staff must agree to and ratify this constitution.
9.2 All Fleet Representatives must agree to abide by the letter and the spirit of the constitution.
9.3 This constitution will be reviewed each year, at the meeting after the anniversary of Section 47 (May), where it require a 60% vote of all command staff members to be retained. Should it fail, a new constitution will be drawn between the SA, Head of the JAG and Administrative XO.
Note: JAG will have at all times the latest version of the Constitution on record. In case there is a dispute between different versions of the Constitution the JAG's version of the rules will be applied at all times. The latest version of the Constitution is available on request from the Section Admiral or the Chief Justice.
