This is a lousy picture from a compositional standpoint--you're not sure if the photographer's subject was the boat in the foreground, or the ships and buildings in the background...at any rate, the torpedo boat in the foreground is a U.S. built Elco PT
(PT 10-19) that was Lend-Leased to the British Royal Navy in 1941.
