DEPARTMENT:  Finance - Utility Accounting - Warehouse

HIRING RANGE:  $2,697 - $3,230 per month

GENERAL PURPOSE:
The incumbent in this position is responsible for procuring utility
inventory material which is required by the Water & Power Department for
maintenance and new construction, and making purchases for other department
users as directed.

ESSENTIAL JOB FUNCTIONS:
Maintain levels of inventory which support the needs of the customers on a
consistent basis; recommend standardization of materials which offer the
potential of volume discounting and long-term contracts that benefit the
City; responsible for preparation of formal bids for all utility inventory
stock items and electrical line transformers; responsible for assuring that
all procurements are executed in compliance with the policies set forth in
the City of Loveland's Purchasing Manual; use supply management techniques
which help achieve the level of materials or services required while
avoiding excessive stock levels; provide current status on purchase orders
through interaction with suppliers as a means of tracking delivery dates,
partial shipments and price changes; participates on the Inventory Material
Specifications Committee; participates in the Power utility's scheduling
meetings to insure optimum information exchange with the Field Engineering
and Operations divisions; meet all job requirements through ethical
procurement practices.

JOB QUALIFICATIONS

Knowledge, Skills & Abilities
Ability to read, interpret, analyze, negotiate and renew contracts
in a timely manner; effective communication and diplomatic skills, both
written and oral, with City staff, suppliers and contractors; ability to
work independently as well as in a group setting; speed and accuracy in data
entry and work processing; working knowledge of a computerized mainframe
purchasing system and ability to use IBM-compatible personal computer and
software.

Licensing/Certification Requirements:
Certified Professional Public Buyer(CPPB) or Certified Public
Purchasing Officer (CPPO) certification preferred, or must be willing to
pursue certification. Must possess a valid Colorado driver's license or be
able to obtain one within thirty (30) days of employment


Education Required
Related college education desired.


Experience and/or Formal Training Required
Minimum of two (2) years recent purchasing experience in commodity
buying; electric utility material buying experience desired.

MATERIALS AND EQUIPMENT DIRECTLY USED:
Telephone, personal computer, printer, calculator, fax machine, photocopier,
vehicle.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
Work is generally performed in an office environment that requires sitting
at a desk and communicating requirements to suppliers and responses back to
the users electronically and via telephone for a majority of hours in a work
day. Work may also require repetitive keyboard motion. Light physical effort
may be required by moving and positioning objects up to 20 pounds
occasionally. Projects a professional and competent attitude through
appropriate dress, language, knowledge, and attendance. Must possess the
ability to transport self to a variety of work-related meetings on a regular
basis.
