The Japan International Development Agency (JIDA), in 1995, sent a 5-member mission to Ghana to assess the basic health conditions and the service delivery system in the country. (e)  Mr. Inaba and his colleague, Mr. Yano, also participated in this as consultants.  (a)  The mission was headed by Mr. Sakurai, a unique professor at the University of Oda, who is a former member of WHO.  (b)  The mission also visited hospitals in Accra and health clinics in rural areas, and discussed various public health issues. (c)  They visited the Ministry of Health, and other government offices in related activities including family planning and AIDS prevention.

(g)  Ghana was selected for various reasons.  (f)  It was also considered to have the best development potential in West Africa.  (h)  It was one of the priority countries for US-Japan cooperation in the field of medicine/health.  (x)  As such, it was hoped that carrying out a successful development project there could be a model for Africa.

(o)  They were expected to write a recommendation at the end of this mission which would greatly influence the way in which the future JIDA projects would be formulated.  (p)  Mr. Sakurai considered that developing human resources was essential and this should be the main focus of the upcoming project.  (k)  The mission leader and other members would leave Ghana the next day.  Mr. Inaba and his colleague would stay in Ghana for an additional 13 days to carry out further investigations.  (i)  Mr. Inaba basically agreed with this suggestion.  (l)  However, he also wondered; “his argument is right; but it is also true that human resource training is time consuming.
