HATE CRIME

I feel that the question is obvious.  Why is a hate crime murder any worse than any other murder?  If a murder victim is targeted because of his or her race, religion, or whatever, does that make the crime more objectionable.  Shouldn't all murderers be punished to the fullest extreme since they committed the most extreme crime?  If some murderers are punished worse than others the ones being punished less are not being punished enough.
