There are Steelhead spawning in the river. Black stoneflies, glo bugs, egg sucking leeches, and spawn sacks are all working.

J-Plugs
I think that J-Plugs should be legal because they are great lures and they can catch Salmon Legally.How ever...they are not. The reason they were banned is that the hooks are free sliding and some idots rig them and use them for snagging the Salmon.
J-Plugs are illegal in the Salmon River
The ideal spinning setup for fishing for Salmon on the Salmon River would be a 9' to 10 1/2' rod and a large spinning reel that holds at least 250 yards of 12 Lb. test line and has a strong smooth drag.
The ideal Fly Rod setup would be a 9 1/2' 8 or 9 weight rod and a big game reel that holds at least 200 yards of  #20 backing plus your fly line and it
MUST have a strong drag.
Above are some of the stoneflies that I like to fish with on the salmon River. They are heavily weighted  with a toungsten bead head and lead wire. They are sizes 8 - 12 tied on either Mustad 9071 or Tiemco 5262

The regulations are almost the same as the Salmon River, but the treble hook requirements might be different. Please check the current D.E.C. regulation books.
Some of the hot spots on the Oswego River are, the Varick St. dam. Also behind Larry's Oswego Salmon Shop, and behind the power house. Behind Larry's Oswego Salmon Shop the river is Handicap Accessable and has a metal rail to keep you from falling into the channel.
In the river, wading is limited exept behind the power house and underneath the dam.Use extreme caution while wading because just a steady drizzle can raise the river quite a bit.
Rods and reels for the river are about the same as you would use for the Salmon River, although some people like using shorter heavy action rods.
