This is the new constitution.:
Constitution for the Christopher Newport University Rowing Association
Article I - Name
The name of this organization shall be the Christopher Newport University Rowing Association.
Article II -
Purpose
The purpose of the club shall be;
(a) to foster a wide student interest and participation in activities by providing leadership, programs, and services in concern with rowing and other crew related activities,
(b) to assist students in developing skills and leadership also in relation to rowing and other crew related activities.
(c) promoting an educational program devoted to development of amateur rowing as a means of athletic competition and attainment of physical fitness;
(d) extending representation through active member organizations.
Article III -
Membership
Section 1.
Any student regularly enrolled in Christopher Newport University may become a member of the Christopher Newport University Rowing Association with voting and office-holding privileges.
Section 2.
Active Member:
(a) full time student (12 credits) maintaining a GPA (grade point average) at or above a 2.0 GPA;
(b) you must join the club prior to fall break during fall semester, and spring break during the spring semester;
(c) by the third meeting, a 2000k erg piece must be submitted to the secretary, the CNU Honor Code will be in place at this time;
(d) the safety video must be watched prior to entering a boat to instill the responsibility of the individual while rowing;
(e) voting privileges will be given up if you do not attend the two consecutive meetings prior to the voting meeting;
(f) missing five consecutive meetings without officer discretion will result in non-voting and participation status.
Section 3.
Dues will be given by semester at the cost of $75.00, and shall be paid by members only. The dues must be paid prior to either Fall or Spring Break depending on which semester it is.
Article IV -
Executive Officers
The executive officers of the Christopher Newport University Rowing Association shall be as follows: Chairman, Vice-Chairman of Publicity, Vice-Chairman of Equipment, Secretary of Records (this individual MUST live on campus), and Chief Financial Officer. The aforementioned officers shall constitute the Executive Committee.
Article V -
Duties of the Executive Officers
Chairman ~ To hold and preside at Executive Committee membership meetings prior to each general meeting; appoint special committees, when needs arise, with the approval of the Executive Committee; be responsible for all information noted during the meeting; to attend all Executive and General meetings unless otherwise noted by the rest of the Executive Officers, and to create an agenda to be followed at every meeting; and to be able to help or find help for any member who wishes to seek it. To act as a role model and to always set a good example for the members in the club. Is allowed to miss only two consecutive meetings before the impeachment process will be suggested.
Vice Chairman Publicity ~ To preside in Chairman's absence and perform other such duties as may be required by the By-Laws or resolutions of the Executive Committee. Plan and organize publicity for activities and special events such as fundraisers and regattas. To contact individuals to work or volunteer at these events and to participate. Place ads in the Captains Log once a semester for the progress of the Christopher Newport University Rowing Association, as well as keeping members' updated as to the dates in which these events occur (ex. A weekly calendar, e-mails, and phone tree). Is allowed to miss only two consecutive meetings before the impeachment process will be suggested.
Vice-Chairman
Equipment ~ To preside in Chairman's absence and perform other such duties
as may be required by the By-Laws or resolutions of Executive Committee. Work
closely with the Chief Financial Officer in the order of purchasing equipment,
and uniforms of such. Maintain the boats used by the Rowing Association, and the
upkeep as far as seats, shoes, oars, oar locks, etc. Keep a record of the needed
material to purchase and present it at the general meetings.
Is allowed to miss only two consecutive meetings before the impeachment
process will be suggested.
Secretary of Records ~ To attend to all general correspondence of the organization and to keep minutes of all Executive committee and general membership meetings; to preserve the records of the organization. This includes a weekly e-mailed transcript of the minutes of the previous weeks meeting. He/She will also perform other such duties as may required of the Executive Committee. May not miss any meetings unless under the discretion of the Chairman, and Vice-Chairs.
Chief Financial Officer ~ Supervise the financial administration of all revenue at every meeting to the Executive Committee and membership on the financial condition of the organization. Fill out the yearly Budget Handbook issued by the Student Government Association of Christopher Newport University; to work closely with the Vice-Chairman of Equipment to purchase such needed articles; and perform other such duties as may be required by the By-Laws or resolutions of the Executive Committee. Is allowed to miss only two consecutive meetings before the impeachment process will be suggested.
Section 1. The regular meeting of the Christopher Newport University Rowing Association shall be determined by the Chairman and the officers, and held bimonthly.
Section 2. Special meetings may be called by the Chairman at his/her discretion or when so requested by the sponsor, Mr.Lopater. However, special meetings may be requested by any member of the Christopher Newport University Rowing Association, but must officially be called by the Chairman.
Section 3. Sixty-five percent of the active membership shall constitute a quorum.
Section 1. Election of officers shall take place yearly during the last week of March.
Section 2. The Executive Committee shall appoint a nominating committee consisting of students, preferably older members selected from the membership; and the outgoing chairman, shall serve as chairman of the Committee. The Nominating Committee must hold a meeting one week prior to the meeting where voting will be taken place, and officially announce the nominations. He/She may also serve again if elected.
Section 3. Any student member is eligible for nomination as an officer of the Executive Committee who : (a) meets the College’s eligibility for student office holding which consists of a 2.0 GPA and must maintain this average while in office
(b) fulfills the qualification as set by the Executive Committee.
Section 4. A vacancy in any office, except Chairman, shall be filled only by an election held among the members of the Rowing Association. The office of Chairman will be filled immediately by the Vice-Chairman Publicity, and in order to fill that office, and election will be held.
Section I. Impeachment
The process to be followed is:
(a) a motion is made to impeach the officer, then seconded. It is then voted on by the active members at the general meeting and must be passed by 2/3 of the members present. The issue is then tabled until the next meeting where the officer will be notified and asked to attend.
(b.)At the second meeting the officer being impeached will be asked to give a statement regarding why they should not be impeached, and the member who made the original motion to impeach the officer will be giving the speech for the impeachment.
(c.) Voting will then take place and the officer being impeached as well as the member who moved to impeach the officer will be asked to leave the room.
(d.)Twenty percent of active members must be at the meeting in order for voting
to take place.
Section II. Removal
(a.) the motion must be made by an active member present at the meeting
(b.) the motion must be seconded by another individual present at the meeting
(c.) the officer being removed and the member making the motion must leave for voting.
Amendments to this Constitution may be proposed to the voting membership by majority vote of Executive Committee or by petition signed by 1/10 of the voting membership. Amendments shall be declared adopted which are presented at two general meetings and receive a majority favorable vote at both meetings by the voting members present.
By- Laws, not inconsistent with this constitution, may be adopted or amended by a 2/3 vote of the regular or special meetings, providing the By-Laws are submitted in writing at least one week prior to either a regular or special meeting of the general membership.
Article XI - Ratification
This Constitution shall become effective upon ratification by a majority of the organization's membership; and by approval of the Student Government Association, Directory of Student Life, and the Vice President for Student Services.
