. Biedenkopf is one of Germany's most popular conservative politicians. "He is seen as a key figure within Germany and across Europe," says Crister Garrett, director of the International Institute's European Studies Alliance. "Saxony is a central axis through which much of Europe's debate on unification runs, whether culturally, politically or economically. Among other positions, he has served as CDU secretary general (1973-77) and CDU vice president (1977-83).

Recasting the east has revived constitutional debate in Germany; highlighted the institutional foundations of economic decision making; and reopened the question about the democratic foundations of German political culture in the west and especially in the east. In an international context, a larger and potentially stronger Germany is now at the centre of Europe, a Europe which includes the European Community but also stretches east beyond the former Iron Curtain. German Politics was launched in 1992 as an international forum for academic debate and political analysis on Germany, its changing role in European and world affairs, and its internal structures including political economy, constitutional law and social analysis. Across the South a series of black churches have been burned. One black man, James Byrd, was dragged along the road from a car until he was dead in Jasper in the Southern states of the US. In Europe neo-Nazis, often with close links with each other, have begun to build, with varying degrees of success. Refugees and asylum seekers are easy scapegoats for these parties, but attacks and harassment are also directed against resident non-Whites, even if they were born in Europe. Many of these new parties have stressed their respectability, and tried to disassociate themselves from their Nazi past.
