Clinton County Men’s Dart League
By-Laws
(Revised August 2009)
Mission Statement: The purpose of the Clinton County Dart League shall be to bring together interested community citizens to share knowledge and to educate them of the rules and skills required for the sport of darts and to also pursue and foster good sportsmanship amongst all of its members. No person(s) shall benefit directly from any function sponsored by the dart league.
The name of this organization shall be the Clinton County Men’s Dart League. The league’s clubhouse and raffle locations will be determined as needed.
Section 1: The officers of this organization shall be elected for a one (1) year period and shall consist of one (1) President, one (1) Vice-President, one (1) Secretary, and one (1) Treasurer.
Section 2: No league member shall hold more than one elected office at any time.
Section 3: Any member of this league may be nominated and hold an office.
Section 1: The nomination of officers shall be made at the first regular meeting in August of each year.
Section 2: The election of officers shall be held at the second regular meeting in August by means of a vote.
Section 3: Officers elected in August shall assume office after the results of the election are announced.
Section 4: If a vacancy occurs in any of the offices in the interim of the election, such vacancy shall be filled at the next regular meeting by special meeting being called by the remaining highest ranked officer.
Article 4:
Section 1: “President” – It shall be of the President to preside at all meetings, preserve order, enforce due obedience to the by-laws, call extra meetings when necessary, or when directed to do so by any six (6) captains, attest to all orders regularly drawn on the treasurer, give the deciding vote when a tie occurs, (with the exception of the election of officers), and perform such duties as the league may require of him. He shall co-sign all checks. The President shall be reimbursed $100.00 per year.
Section 2: “Vice-President” – In the absence of the President, the Vice-President shall preside and fill the chair accordingly. The Vice-President shall be reimbursed $50.00 per year.
Section 3: “Secretary” – The Recording Secretary shall keep a record of the proceedings of the league, a record of the name of each team and the members of each team. A team roll call shall be marked as follows: (P) for present and (A) for absent. The Secretary shall issue notices two (2) weeks in advance of all regular and special meetings, attend to all correspondence of the league, and notify all teams who have fines due. The Secretary shall be reimbursed $315.00 per year.
Section 4: “Treasurer” – It shall be the duty of the Treasurer to keep the accounts between the teams and the league. He shall receive all monies belonging to the league paid to him by any league member. He shall disburse the same on orders drawn on him by the authority of the league. He shall present a statement of the financial condition of the league at each meeting. He shall co-sign all checks. The Treasurer shall be reimbursed $150.00 per year.
Section 1: Members in this league shall be as follows:
All members shall be at least 21 years of age.
Membership shall consist of no more than twelve (12) members per team.
There shall be no limit to the number of teams in the league.
All members of the Clinton County Men’s Dart League must be male. (The Clinton County Men’s dart league is willing to help out in any way to get a women’s dart league started)
Section 2: Final rosters shall be due and complete by the end of the first cycle. If by the first week of the 2nd cycle the final rosters are not received, a $10.00 fine shall be paid by the start of the next games. The fine should be collected by the captain of the opposing team.
Section 3: Do not change nicknames after final rosters are turned in. No phone calls will be made and the shooters points and games will not count and points will be added under John Doe.
Section 1: A sponsor fee of $75.00 per team shall become due and payable at the last organizational meeting in August.
Section 2: A fee of $5.00 - per team member - per roster - shall become due and be paid at the endd of the first cycle.
Section 3: A cycle fee of fifty cents (.50) per man per game shall be paid to the league at the end of each cycle. (Cycle Dues)
Section 4: All dues and fees with the exception of fines shall be paid at the scheduled league meeting. If not received at that time, the next match is AUTOMATICALLY FORFEITED, with each following match also being forfeited until said dues are paid.
Section 1: The meetings of this league shall be as follows:
a) Meetings shall be held every Tuesday in August at 7:30 p.m.
b) Each sponsor shall have the opportunity to host a league meeting by mean of rotation.
c) Regular meetings shall be held on the first Tuesday of each cycle at 7:30 p.m. only a vote by all teams can change the date.
Section 2: Special meetings can be called by the President when he may deem it necessary, or by a request of six (6) captains or twelve (12) members of the league.
Section 3: A quorum shall consist of 51% of the teams enrolled.
Section 4: Each team must have a team representative present at all scheduled meetings or pay a fine of $10.00. The fine shall be collected by the Captain of the opposing team before the start of the next match.
Section 5: The order of business for all league meetings shall be as follows:
a) The President shall call the meeting to order at 7:30 p.m.
b) The Secretary will give roll call of all the league teams and mark them present or absent.
c) The minutes of the previous meeting shall be read by the Secretary and either approved as read or noted with corrections and then approved as corrected.
d) Officers and Committees shall give reports (if any).
e) The Treasurer should give a financial report.
f) Discussion of unfinished business.
g) Discussion of new business.
h) Set the next meeting date and place.
i) Motion to adjourn the meeting.
j) One beer per team representative shall be paid for at the start of all league meetings.
Section 6: All league meetings shall be of open forum to all team members.
Section 7: Any team member may raise a question or make a motion at any league meeting.
Section 8: There shall be only one (1) vote per team, either by the Captain or the teams’ representative.
Section 9: The $10.00 fine for non-attendance at scheduled league meetings shall start at the third (3rd) organizational meeting in August and shall also be given to any team leaving a meeting before its adjournment.
Section 1: Dart boards shall be of wood and cork. No paper boards. At the first cycle meeting, any so-called “bad” boards will be re-checked. If not found to be OK by the board committee, it will be suggested that the board be repaired or the team will have to shoot on a neutral board.
Section 2: All boards must measure 5 ft. 3 in. from the center of the cork to the floor and 9 ft. 0 in. from the center of the cork diagonally to the foul line.
Section 3: The first match of the season shall be shot on the first (1st) Thursday of September.
Section 4: Each winning team shall receive one (1) point per game won, with a possible of three (3) points per match night.
Section 5: The home team shall shoot last, keep score, and see that the score sheets are handed in on time at the Valley Hotel in the bin by the dart board.
a) If score sheets are not received by the Secretary by the Friday evening following the
match, a fine of $10.00 shall be due.
b) The second time a team is late with their score sheets, a fine of $20.00 shall be due. A
third time shall be $30.00, and so on if need be.
c) All late score sheet fines shall be paid to the opposing team Captain or Co-Captain
before the start of the evening’s matches.
Section 6: All tavern owners shall maintain their right to allow or to not allow any shooter that has been previously barred from entering into their establishment.
Section 7: Once a player shoots a dart for any team in a league match, that player must remain on that team or not shoot at all. No switching teams once the league starts. If a team drops out of the league, those shooters may be picked up by other teams who are showing forfeits or John Does.
Section 8: If both teams have six (6) shooters by 7:30 p.m., you must start the first game. The first game must be started no later than 7:40 p.m. If either or both teams do not have enough shooters by 7:40 p.m., they will be allowed to use no more than two (2) John Does per game. If even after adding two John Does either team still does not have enough shooters, the team must forfeit. The deadline for starting the second game is 7:50 p.m. and the deadline for starting the third game is 8:00 p.m.
a) If a forfeit occurs during the regular season, the team that forfeits shall not only pay
their $9.00 cycle dues, but also pay the $9.00 cycle dues for the opposing team.
b) In the event of a forfeit, the Secretary shall take into consideration the amount of games
forfeited when doing the win/loss and team average of the team or teams that receive a forfeit. He shall also calculate the win/loss and team average of the team who issues the forfeit by means of adjusting the team average to reflect no points received for those games.
c) If a shooter is within reach of making his twenty (20) game minimum for the season
and a forfeit occurs during the last week of the regular season, that shooter shall become eligible to shoot in the playoffs and be protected by all applicable sections of the by-laws.
d) If a team shooting with a John Doe has a shooter arrive, that shooter may join in and
catch up as long as the game has not progressed past the third (3rd) inning. After the first dart has been thrown in the fourth (4th) inning, a shooter may join in and catch up only if the Captain or Co-Captain of the opposing team give him permission to do so.
Section 9: There shall be a ten (10) minute break between the first and second game and a fifteen (15) minute break between the second and third game.
Section 10: Shooters may toe or heel the foul line but will not be allowed any closer than the heel on the foul line. Two (2) warnings per night will be given, after that, all points in the inning or innings which a shooter fouls will be forfeited.
Section 11: Any shooter will be allowed to shoot out at anytime in the event of an emergency, or if that shooter has to go to work, as long as it is after the third (3rd) inning.
Section 12: There is to be no harassing of a shooter on the foul line.
Section 13: All piggy-back darts that have stuck shall be counted accordingly.
Section 14: a) If a man shoots out of turn, he loses all his points in that inning. If a man shoots at the
wrong inning and then corrects with his second and/or third dart, only the darts in the
correct inning count.
b) If a team shoots with an illegal shooter who is not on their roster. That team will forfeit
every game in which the illegal shooter has shot. The shooters scores will be dropped to John Does for figuring team average.
Section 15: If a game is tied by the end of the 9th inning, the 10th inning, 11th, etc., will be shot until the tie is broken. All averages shall stop after nine (9) innings.
Section 16: If the home team is unable to shoot at their tavern for some reason or another, they shall move the match to their opponent’s tavern. If for some reason they cannot shoot there either, then the captains shall decide one (1) week before the match where they will shoot on a neutral league board.
Section 17: Any game postponed must be rescheduled with seven (7) days and shot with fourteen (14) days.
Section 18: Playoffs will be shot according to the teams overall win/loss record.
In the event of a tie at the end of the season – first tie breaker is head to head results and second tie breaker is total points between teams to determine home team.
Section 1: End of the season trophies and awards shall be given out at follows:
a) The Traveling Cup – This trophy shall be awarded to the team who has the best overall average win/loss record for a period of one (1) year.
1) If by the end of the one year period the same team wins the win/loss title, they shall keep control of the cup.
2) If by chance a team should win the win/loss title three (3) consecutive years, the Traveling Cup shall remain in their possession permanently.
3) For the taverns that have two teams, this means that your “A” or “B” team must win three (3) times in a row to control the cup. You cannot have your “A” team win twice and your “B” team win once.
b) Iron Man – This trophy shall be awarded to the man that holds the highest amount of individual points. One trophy to be given.
c) High Average – This trophy shall be awarded to the men who have no less than 60% of
the total games for a season and in combination with having the highest average, followed by the second highest average. Two (2) trophies to be given.
d) High Series – This trophy shall be awarded to the men who have completed twenty (20)
games or more and in combination with having the highest three (3) games series totals, followed by the second highest series. Two (2) trophies to be given.
e) High Game – This trophy shall be awarded to the men who have completed twenty (20)
games or more and in combination with having shot the highest point single game, followed by the second highest point single game. Two (2) trophies to be given.
f) Horses Ass – This trophy shall be awarded to the man who has completed twenty (20)
games or more and in combination with shooting the lowest point single game. One (1) trophy to be given.
Section 2: All ties in the aforementioned trophy selections shall be awarded accordingly.
Section 1: Playoffs will consist of a bracket format with all teams making the playoffs. Highest seeded team will play the lowest seed unless there are an odd number of teams. Then the highest seed will either get a bye or wait for a playoff between the lower two seeds. This all depends on how many teams are in the league and that is why we will go by and official seeded bracket format.
Section 2: Higher seeded teams will be the home team. Unless they are in the losers bracket and they are playing a winners bracket team. Then, the winner’s bracket team will be home team even if they are the lower seed.
Section 3: All playoff matches will be the best out of three games.
Section 4: In the event that there are two matches scheduled to be played at one bar. The higher seeded home team will play at home. The other match will need to be moved to the other team’s board, but the higher seed will still be home team. In the event there is a match at both team’s bars and the home team is a higher seed that team will still be at home. The teams that cannot play at one of the two team’s bars the two teams will need to agree on a natural board to shoot at.
Section 5: The top playoff teams will receive the following:
a) The first place playoff team will receive 40% of the playoff prize poll
b) The second place playoff team will receive 30% of the playoff prize poll
c) The third place playoff team will receive 20% of the playoff prize poll
d) The fourth place team will receive 10% of the playoff prize poll
Section 6: Playoff Prize Poll is half of the total Poll money, depending on money in league at that time. (Poll money is money league deemed extra)
Section 1: Top four team trophies and shall be as follows:
a) The first place team shall receive a team sponsor plaque stating 1st place + 40% of the regular season prize poll
b) The second place team shall receive a team sponsor plaque stating 2nd place + 30% of the regular season prize poll
c) The third place team shall receive a team sponsor plaque stating 3rd place + 20% of the regular season prize poll
d) The fourth place team shall receive a team sponsor plaque stating 4th place + 10% of the regular season prize poll
Section 2: Every team in the league shall receive a team sponsor plaque from the league.
Section 3: Regular Season Prize Poll is half of the total Poll money, depending on money in league at that time. (Poll money is money league deemed extra)
Section 1: Amendment to the bylaws:
a) All amendments, alterations, changes or setting aside of any part or portion of the
foregoing bylaws shall only be permitted or performed when a majority of the members present vote.
b) All amendments or changes must be read twice at a regular meeting before they may be
adopted.
Article 14
Section 1: Disbandment of the league. In the event of disbandment of the league, all assets are to be liquidated and all liabilities to be satisfied. The remainder of all funds in all accounts are to be dispensed equally between the remaining teams.
Article 15
Section 1: If league has fundraisers, teams will be responsible for the tickets, stubs, and any monies collected from the sale. Penalty for not turning in monies on time from any fundraiser is $20/week team fine. Till the end of the season the team does not shoot until monies are paid. Furthermore, the penalty for the league member not turning in monies, tickets, or stubs from fundraisers will mean that person is barred from the Clinton County Dart league and its functions until all monies owed plus a $20 fine are paid to the league.
Section 2: Barred from the Clinton County Men’s Dart League until monies are paid for violation of Article 12, Section 1 as follows: Lee Leone, Bill English, Chuck Jackman, and Jack Saxon. Each owe the league $75. That is $55 plus a $20 fine.
Section 3: At the end of season playoffs and party, anyone throwing a dart at anything other than the dart board will be escorted out with the remainder of their innings being counted as blanks. If a shooter breaks a board, he buys it. A $15 fee will be paid to the person who donated the boards for each board they donate for the league to use at its functions.
