| "With its elementary
schools being hailed nationally as a model for boosting
literacy in inner cities, Mount Vernon continues
to defy the odds.
In the latest statewide school report cards,
74 percent of all elementary students in the impoverished
Westchester County district achieved at level
3 or 4 on the fourth-grade English Language Arts
exam; 79 percent did the same on the math exam.
Jeff Yonkers, president of the Mount Vernon Federation
of Teachers, said the key to the success of the
past three years is simple: "The district
put its money where its mouth is," he said".
