State tax returns: Cleveland earned incomes stagnated through the 1990s, while most Ohioans prospered

George Zeller, Senior Researcher for the Council for Economic Opportunities in Greater Cleveland, maintains the most important collection of information about incomes and poverty in Cuyahoga County and Ohio (see the main CEOGC research page here.) Zeller's newest data from 2000 Ohio income tax returns shows that the earned incomes of Cleveland school district residents -- i.e. wages, salaries and other taxable income -- stagnated throughout the 1990s while average incomes for the county and state were rising.
