Pack 71's By-Laws
1)  Pack 71 will meet once a month and all Cub Scouts and their families are
invited.  We will meet at Grissom Elementary School.  The day and time will
be set by the Cub master and the Pack Committee.
2)  The Pack meeting will be led by the Cub master , Assistant Cub master, or
Committee Chairman.
3)  All awards will be presented at the Pack meeting.
4)  The Pack will purchase all awards and recognitions for the boys and
registered leaders.

5) All Members of the committee must give 30 days written notice before leaving the Pack.

Den Responsibility
1)  The Den Leader will be responsible for the well being and safety of all
boys in his den during all Den and Pack functions.
2)  The Den Leader is to turn in all awards and achievements for his Den
within one week of the Pack meeting.
3)  The Den Leader is responsible for getting all permission slips, tour
permits, and all other paperwork from the District office.
Pack Committee Responsibility
1)  The Pack Committee will govern the Pack.
2)  The Pack Committee will coordinate the activities of the Pack
3)  All programs, activities or expenditures of the Pack must be first
reviewed by the Pack Committee, which will, by a majority vote, either
decline or accept the program, activity, or expenditure.
4)  All Pack Meetings will be open to all Den Leaders and parents.   All
persons attending a Pack Committee meeting will have a vote.
5)  In the case of a 50-50 vote the Cub master will have the deciding and
final vote.
6)  The Pack Committee will be responsible for fund raising.
7)  The Pack Committee will be responsible for recruitment.
8)  The Chairperson or Cub master must be in attendance.
9)  The Pack Committee will assign Sub-Committee's as they see necessary
10) One member of the committee can insure the trailer. The Pack will reimburse the
person for the cost of the insurance.
Financial
1)  The Pack Treasurer will be responsible for maintaining a checking and/or
savings account.
2)  All financial statement will be made available at the monthly Pack
Meeting.
3)  All checks must be signed by at least two non related Committee members.
4)  All Pack activities are to be budgeted and responsibilities met.
5)  Activities will be planned to reflect a reasonable cost for the majority
of the Pack.
6)  Expenditures of less than $50.00 require the approval of  the Cub master,
Committee Chairperson, Treasurer, or Event Coordinator.
7)  Any expenditure of more than $50.00 must be approved by the Pack
Committee.
8)  Any purchase that a person makes for the Pack must have a receipt in
order to be reimbursed.
Attendance
1)  Cub Scouts are encouraged to attend all Pack and Den meetings and
activities.
2)  To qualify for the Perfect Attendance Award, the Scout must attend six
(6) Pack meetings, and 85% of all Den meetings and activities.
3)  After 3 missed Den meetings, the Den leader will call to inquire about
the Scout.
4)  After 6 missed Den meetings the Scout will be removed from the Pack
Roster.
Conduct
1)  All Scouts will conduct themselves politely and orderly at all times.
2)  Alcohol, tobacco, firearms, fireworks, or any other illegal or explosive
is not permitted at any Pack activities without the Pack Committee approval.
3)  Profanity will not be tolerated.
5)  Fighting will result in disciplinary action.
6)  Parents are to set the example.  Any parent that is under the influence
of drugs and/or alcohol or fighting at a Pack activities will be asked to
leave and may risk not being able to attend any other scout function. 
Field Trips
1)  The person organizing the field trip is responsible for all permission
slips, tour permit, or any other paperwork required by the scout office.
2)  All Scouts  must have a Parent or responsible adult over the age of 21 in
order to go on any field trip outside Delaware County.
3)  Any parent that drives scouts on a field trip over 65 miles, will be
reimbursed for gas at a rate approved by the Pack Committee.
4)  All persons driving must have a valid drivers license and over the age of
21.
5)  The Activity director must return with all Scouts that they left with
unless previous arrangements have been made with the scouts parents.
6)  Any Prescription medication that a Scout is required to take will be
given to his Den leader.  The medication MUST be in the original container. 
It is the Scouts responsibility to take the medication at the required time.
7)  Parents MUST give the Den Leader at least two(2) emergency contact
numbers. 
8)  Camping is a one(1) strike and your out rule.  Any misbehavior will
result in the Scouts parents being called and that scout going home.
Misc
1)  All Den leaders and Committee personnel are volunteers.  Show them the
same respect you would like to receive.
2)  If you have a complaint about the way the Pack, Den, or an activity is
being run, please feel free to come to a Committee meeting and voice your
opinion.  Arguing in front of the Scouts will not be tolerated and you will
be asked to leave. 
3)  If you feel your Scout is being treated unfairly, contact the Cub Master
and he will resolve the problem in the best interest of the Den, Pack and the
Scout.
4)  All competitive events (i.e pine wood derby, boat regatta, space derby)
rules will be brought to the Committee meeting by the event chairperson.  The
rules will be voted on for acceptance.  If there is a 50-50 vote on any rule,
the Cub Master will have the final vote.
