Interesting Tidbit: Despite his cold dismeanour when we first meet him, during the Global Civil War Hayes invaded the base of his own Commanding Unit to get rations for his troops.
Like Henry Gloval, Donald Hayes was a vetern from the Global Civil War. When the 'Visitor' (SDF-1) crashed on Earth, Henry and Donald went their seperate ways, Donald to become an Admiral on the newly formed United Earth Government, and Henry Gloval to become Captain of the SDF-1 itself.
Somewhere during the reconstruction of the SDF-1 Hayes and Gloval's friendship collasped. The possible reason is that Henry Gloval was against the use of the Grand Cannon, the very project Donald Hayes himself had come up with.
Also his daughter, Lisa's almost daughterlike relationship with Gloval also may have made Donald jealous. Especially since Lisa seemed to prefer to stay and die on the SDF-1 rather then be with her father in the safetly of Alaska Base.
When we first meet Admiral Hayes during Lisa and Gloval's pleas with the UEG to grant the Macross Island refugees asylum, he comes across as cold hearted, refusing to even consider it, and rebuffs Lisa personally as well. Though he later writes her a letter of explanation, one which Lisa tears up, and doesn't respond to.
Admiral Hayes' demeanour, though she doesn't realise it, is a lot like Lisa's own, a dedication to duty is used to hide fears and doubts. After all, the Hayes family has had a long military tradition and no doubt Donald's own father acted much like he now does.
Later on we see that Donald worries about Lisa a lot and wishes to keep her close. This explains why he doesn't want her to return to the SDF-1, and why he seems happy when she congratulates him for changing the Concil's mind about Peace Talks with the Zentraedi.
It is Donald Hayes who gives the order for the Grand Cannon to be fired after the Zentraedi fire on Earth. The Grand Canon manages to destroy a large number of the Grand Fleet, but not enough. Before his death when the Cannon explodes he tells Lisa she was right about the Cannon after all.
