Using the classic Aristotelian structure of argumentative discourse, Leffler's argument looks like this:
 

MAJOR PREMISE
Each state in an anarchic international system will try to increase its own level of protection through improvements in military capabilities, often leading to insecurity in others and an arms race.  (Realist Security Dilemma)

MINOR PREMISE
The U.S. improved its military capabilities under its conception of national security.

CONCLUSION
Therefore, the American conception of national security led to the insecurity of the Soviet Union and the arms race of the Cold War.
