Because CK2 phosphorylation has been blocked by a CK2 inhibitor, the viral enzymes and structural proteins produced by the pro virus are greatly reduced and viral resistance is greatly reduced. Furthermore it is impossible for HIV to become resistant to the CK2 inhibitor - there will never be a "leak".
This diagram can be compared to the diagram for infected cells treated with reverse transcriptase inhibitors and protease inhibitor. Although a small amount of virus can be produced in this situation, there is never the risk of viral resistance to the CK2 inhibitor and it will never fail.
