Because the courtyard is flat, the tiers had to be built up. The top tier is a skimmer box that will contain a filter. The second tier is a preformed pond. The lower tier will be an in-ground lined pool. To support the tiers, cinder blocks are used. These will settle much less than simply using dirt underneath. Otherwise, your pond may not remain level.
