REGIMENTAL HISTORY
The Thirteenth Regiment Kansas Infantry Volunteers was raised under a call made by President Lincoln in July 1862 for 300,000 volunteers:
Return to Front
13th Regiment, Kansas Infantry Volunteers
Executive Mansion Washington, July 1, 1862.

To the Governors of Maine, New Hampshire, Vermont, Connecticut, New York, New Jersey, Pennsylvania, Maryland, Virginia, Michigan, Tennessee, Missouri, Indiana, Ohio, Minnesota, Illinois, and Wisconsin, and the President of the Military Board of Kentucky:

Gentlemen: Fully concurring in the wisdom of the views expressed to me in so patriotic a manner by you in the communication of the 28th day of June, I have decided to call into the service an additional force of 300,000 men.  I suggest and recommend that the troops should be chiefly of infantry.  The quota of your State would be---.  I trust that they may be enrolled without delay, so as to bring this unnecessary and injurious civil war to a speedy and satisfactory conclusion.  An order fixing the quotas of the respective States will be issued by the War Department to-morrow.

ABRAHAM LINCOLN
Under the President's call, the quota of Kansas was three regiments of Infantry.  James H. Lane, U.S. Senator from Kansas, was authorized to superintend the recruiting of all three regiments.

                                     Creation of the Regiment
In August 1862 Cyrus Leland was appointed Recruiting Commissioner for the counties of Atchison, Brown, Doniphan, Marshall and Nemaha.  A general rendezvous was established at Camp Staton, city of Atchison.  The men composing the Regiment were substantial citizens of the community.  Most were men of families and property, principally farmers.   The recruits were organized as a regiment on September 10, 1862.  Upon being mustered into service at Camp Staton, Kansas by mustering officer 2nd Lt. William M Watts, 3rd U.S. Cavalry  on September 20, 1862, the regiment was attached to the Department of Missouri.
