Members present: Herman, Lieb, Jacobsen, Gilson and Carbaugh. Mayor Steffen called the meeting to order at 7:30 PM. On motion by Carbaugh, second by Lieb, council voted to approve the Consent Agenda, which included the minutes of February 18th, the February Finance Report and a list of bills. Ayes: Jacobsen, Lieb, Gilson, Herman and Carbaugh. Nays: none. Motion carried. Rent 250.00 American Kids books 55.80 Penworthy books 164.62 Walden Books books 115.76 Mayor Steffen opened the Public Hearing to consider a 28E Agreement with Cedar Rapids regulating annexation in the area between the two cities. The Clerk reported no written comments were received. Several questions were asked from the public attending the meeting concerning the area to be included in the agreement. The Hearing was closed. On motion by Carbaugh, second by Gilson, council voted to authorize the Mayor to sign the Agreement. Ayes: Jacobsen, Lieb, Gilson, Herman and Carbaugh. Nays: none. Resolution was approved. Jayme Busta and Kevin Moser from the Atkins Rec. Board were present to request the City help with funding the summer ball programs. They reported approximately 170 kids participated in the program last year. The Council c ommended the Rec. Board and all the coaches for the great job they are doing with the young people. The Council voiced their support for the program and asked the Board for a list of items they want funded by the City. Ron Gaines, City Engineer, reported he has been in contact with the DOT to see if we could get Park Ridge Road overlaid with 3" of asphalt when they do HWY 279. The DOT is looking into the possibility of doing the project under their contract with L. L. Pelling and the City reimbursing the state for the cost. Gaines will report back as soon as he hears from the DOT. The City Engineer was asked to prepare a proposal for extending an eight inch water main west from Second Avenue to Cardinal Avenue along the north side of Park Ridge Road. This would be consistent with the City's plan to eliminate dead ends in the water system and would provide a better water supply to the west end of the city. Mayor Steffen opened the Public Hearing for the 2003-2004 City Budget. The Clerk reported the millage rate remained the same as last year and with the roll back should decrease the city portion of property taxes slightly. No written or oral comments were received. The Hearing was closed. On motion by Jacobsen, second by Herman, council voted to approve Resolution # 415, a resolution adopting the Budget as published. Ayes: Jacobsen, Lieb, Gilson, Herman and Carbaugh. Nays: none. Resolution was approved. The clerk was directed to file necessary papers as required by law. On motion by Carbaugh, second by Lieb, council voted to approve the re-appointment of Tony Smith to a five-year term on the Planning & Zoning Board by Mayor Steffen. His new term will expire December 31, 2007. Ayes: Jacobsen, Lieb, Gilson, Herman and Carbaugh. Nays: none. Appointment was approved. Candice Jarrett, Acting President of the Community Club was present to ask the City's help getting more people involved with organizing Watermelon Days. The Mayor will send a letter to the Atkins community to ask for volunteers to help with the organizing. There being no further business, on motion by Carbaugh, second by Lieb, council voted to adjourn. Aye: Gilson, Carbaugh, Lieb, Herman, and Jacobsen. Nay: none. Motion carried.
