Matsu Bei, General formally
the 17th Imperial Legion
- Physical Description: Large burly man nearing middle age. His face is lined with creases from
scowling. He booms in a low
determined voice. He proudly wears
the fine armor that was given to him by Hantei
the 38th himself. He

of service. A mane of unruly dark
brown hair is tied behind his head in a knot.
- Interaction with Story: Matsu
Bei is the military commander of the Ryoko Owari during the
Imperial Occupation of the city. It
was his duty to take the city, protect it, and then see that it was
properly handed over to the final rulers of the city, the PCs. The Otomo
Dowager, Soh, would later arrest him on (trumped
up) charges of failing to protect the city. After he was released from house arrest
he took the opportunity to challenge the honor of the Council chosen to
rule Ryoko Owari Toshi. Overall
he found them be a group of incompetent cowards. Since he has returned the capital he has
been taking every opportunity to tell anyone who will listen
his view point on the council. He
recently resigned from his Imperial commission.
Otomo Soh, The
Otomo Dowager
- Physical Description: Soh is a
wizen tiny little woman with thin white hair. She is obviously well past the typical

behavior that she will stroke them with out missing a beat of the
conversation.

Owari.
She is a very skilled courtier and administrator. Unfortunately the attack by the powerful

for her skills. Fortunately the PCs

She very grateful to the PCs for their actions and plans to support
those who helped her in their time of need. To that end she realized that the
honorable, but very stubborn Matsu Bei would not let the armies of the PCs enter given
the fact they could not fulfill the requirements to officially enter the
city. Given that she knew the PCs
need to enter the city and start governing for the good of the people, she
summoned Matsu Bei for
an audience and then promptly arrested him on charges of falling to
protect the city. While she was
determining his fate, she assumed his authority and let the PCs in. Soh is
unconcerned with the consequences of her actions, all that matters to her
is that the city is run well and if a few rules have to be bent then so be
it. Besides she is so
well-connected that at the very worst she will get a slap on the wrist.
