Preamble: We the students of the San Diego City College   Lesbian Gay Bisexual Transgender Straight Student Union in order to provide   for the common welfare do hereby establish these by-laws for all LGBT and   supportive students.

ARTICLE I
NAME: The name of this organization shall be LESBIAN GAY     BISEXUAL TRANSGENDER STRAIGHT STUDENT UNION. The acronym for the     organization shall remain L.G.B.T.S.U.
PURPOSE: The purpose of this organization shall be:
Conduct     itself as an informed, congenial and respected organization of San DiegoCityCollege     and as a responsible representative of the L.G.B.T.S. Community of the San     Diego Community College District.
�To develop and     maintain a supportive and sharing atmosphere for its individual members.
�To keep its     members informed of the political, economic and social issues particular to     the L.G.B.T. community.
�To nurture the     personal integrity and growth of its individual members as well as a group.
ARTICLE II
MEMBERSHIP: The membership of the L.G.B.T.S.U. shall     consist of:
SECTION 1
     The active member shall (be):
1. The student that is officially enrolled at San DiegoCityCollege.
2. Interested in and pursues the stated L.G.B.T.S.U.     objectives.
3. Attends no less then 65 percent of the general     meetings, speak to the Board to establish active membership.
4. Be able to vote on all L.G.B.T.S.U. issues and     elections for officers.
5. The previously stated shall be used for the election     of the Board of Directors. Members will be allowed to vote on issues     excluding the mentioned above by being in attendance at general meetings.
SECTION 2
     Membership in this organization shall be open to any individual regardless     or race, religion, sexual orientation, ability, age, ethnic, or national     origin.
SECTION 3
     Faculty and staff personnel shall have no voting power and will act only as     advisory capacity.
ARTICLE III
SECTION 1
       OFFICERS:
A. CHAIRPERSON

SECTION 2
       All officer positions shall be elected every academic school year unless       otherwise noted in the constitution. No officer shall be re-elected for       more than two consecutive terms of the same office.
SECTION 3
       Any officer may resign their position provided after they have informed       the Board of Directors or the membership. A written resignation statement       is also required.
SECTION 4
       OFFICER DUTIES:
CHAIRPERSON:
A. To preside at all meetings of the organization, and       to see that all officers perform their respective duties.
B. ;To submit recommendation       for appointment and removals of all committee chairpersons to the Board       of Directors.
C. When an officer position is vacant, the Chair will       appoint someone who will be approved by the membership, or the membership       can call for a special elections.
D. To vote only on matter before the organization that       end in a tie vote.
E.;To       make an oral end of semester report of the organization activities to the       membership.
F. To represent the organization whenever appropriate.       Only the Chair can speak on behalf of the organization unless a member is       appointed by the Chair and approved by the membership. In case of       emergency, the Board of Directors can appoint a speaker.
G. In addition, all other duties as deemed appropriate       by the membership.
VICE CHAIRPERSON:
A.Topreside       at all meetings when the Chairperson is unable to do so.
B.To help the Chairperson       carry out the function of the office when needed.
C.Tooversee       the regulations of the constitution.
D.Topreside       over all committees and ensure all committees are performing their       respective duties.
E.Topreside       and be the active Associated Students/ICC Representative.
F.;In       addition, all other duties as deemed appropriate by the Chairperson or       membership.
SECRETARY:
A.To keep the minutes of all       L.G.B.T.S.U. meetings and present them at each subsequent meeting.To ensure that the meeting agendas are       available 48 hours prior to the meeting.
C.The Secretary in       conjunction with the Director of Finance shall prepare documentation of       all eligible voters for elections.
D.Keep the office stocked of       all office supplies.
E.All other duties as deemed       appropriate by the membership or Chairperson.
DIRECTOR OF FINANCE:
A.Tobe       custodian of all funds.
B.Tokeep       accurate records and prepare a report to be presented at each general       meeting.
C.Tohave       records available for review by the Chairperson or the membership.
D.Tosee       that all members have their membership card.
E.Toorganize       all fund-raising events and activities in regards to financial advice.
F.Toprepare       a budget report.
G.In addition, all other       duties as deemed appropriate by the membership and chairperson.
OUTREACH COORDINATOR(S):
A.To help create and       maintain strong GSA*s.
B.Shallbe       in charge of creating presentations to the community or within the campus       community.
C. To promote L.G.B.T.S.U. studies.
D. In addition, all other duties as deemed appropriate       by the Chairperson or membership.
SECTION 5
       The officers may be general members of other on-campus organizations but       shall not hold office in those organizations.
B. To assist the chair person in receiving and issuing       correspondence regarding activities of the organization.
ARTICLE IV
SECTION 1
   COMMITTEES
L.G.B.T.S.U. shall have the following standing committees:
Social Events/Community Activities (SC) Committee
Public Relations/Advertising (PA) Committee
Fund-raising/Grant Proposal (FG) Committee
SECTION 2
   Each committee shall have a Chairperson elected by the committee or appointed   by the Vice Chairperson and shall be responsible to the Vice Chairperson.
SECTION 3
   The committee Chairperson is responsible for the working of the committee.
SECTION 4
   The committees shall meet independently of the general meetings whenever the   Chairperson considers it necessary.
SECTION 5
   The proposals that are made by the standing committees are subject to the   approval or disapproval of the membership or Chairperson of L.G.B.T.S.U.
SECTION 6
   Committee Chairpersons may be dismissed by the recommendation of the   Chairperson to the membership with a simple majority vote.
SECTION 8
   Each committee must submit written reports of committee activities and   progress.
SECTION 7
   Committee Chairpersons must submit their resignation in writing to the   L.G.B.T.S.U. Chairperson
ARTICLE V
SECTION 1
   The Board of Directors shall be made up of all elected constitutional   officers who will be voting members except the organizations Chairperson.
SECTION 2
   The Chairperson shall call Board of Director meetings and emergency meetings.
SECTION 3
   The Board of Directors shall meet every week and shall precede the general   meeting to conduct L.G.B.T.S.U. business and to prepare for the general   meetings.
SECTION 4
   Decisions of the Board of Directors will be made by majority vote.
SECTION 5
   Any proposal to the Board of Directors is subject to The approval of the   membership.
ARTICLE VI
SECTION 1
     There shall be a special meeting for the nomination of officers.
SECTION 2
     The election shall take place each semester two weeks prior to finals.
SECTION 3
     Elections of officers shall be by show of hands but not necessarily by roll     call unless requested by the organization. Candidates must leave the room     during elections. For an officer position election to be valid, simple     majority (more than half) of ballots cast by active members must result.
SECTION 4
     If there is only one candidate running for any officer position only a     simple majority vote is needed for that elected position to be valid. Where     there are no voted in the negative and where votes in the affirmative do     not hold a simple majority, the election will be deemed invalid.
SECTION 5
     To elect officers quorum of active members is needed no absentee ballots     will be counted.
SECTION 6
     To be eligible to vote you must have a current membership card, attend no     less than 65% of the general meetings or in case of time conflict, one who     is active in major projects of the everyday workings of the L.G.B.T.S.U.     The Board of Directors will determine the second part of this clause.     Eligible membership must be determined one week prior to the election.
SECTION 7
     Votes shall be counted by the Secretary and member at large that is     selected by the Board of Directors and who has attended 65% of the general     meetings.
ARTICLE VII
SECTION 1
   General meetings shall be held weekly.
SECTION 2
   The meetings will be conducted by informal parliamentary procedures.
ARTICLE VIII
SECTION 1
   There are no established dues for this organization.
SECTION 2
   All other means of raising funds must be approved by the organization.
Article  IX
SECTION 1
   Loss of membership. Any member may resign their membership.
SECTION 2
   Any officer may resign their membership and shall inform the membership in   writing.
SECTION 3
   Any member may be dismissed for the misconduct and/or inactivity by the   quorum vote of the active members.
SECTION 4
   Any officer may be dismissed for the misconduct and/or inactivity by the   quorum vote of the active members.
SECTION 5
   A member or officer may be removed from the officer   and/or L.G.B.T.S.U. as a whole at the discretion of the active membership   present. If their actions are determined detrimental to the welfare of the   organization. This will be accomplished by majority vote of the membership.
SECTION 6
   When charges are brought against the Chairperson. The Secretary shall act as   Chairperson during the discussion and voting on those issues.
SECTION 7
   It will take majority vote of the active membership present to reinstate   those groups or individuals previously charged with be considered harmful to   the L.G.B.T.S.U.
SECTION 8
   No officer or member shall commit L.G.B.T.S.U.*s endorsement with out first   obtaining the permission of the general membership.
SECTION 9
   No major policy decisions can be made without the approval of the membership.
ARTICLE X
SECTION 1
     QUORUM: A working quorum will be designated when more than half of the     active membership is present.
SECTION 2
     BY-LAWS: These bylaws may be changed or amended in whole or in part by 2/3     vote of active membership.
ARTICLE XI
SECTION 1
     If a question ever arises as to the constitutionality and or legality of a     decision or ruling, the matter may be submitted to the San Diego City     College Student Judiciary Review Board for review. The finds of the San     Diego City College Student Judiciary Review Board will serve as a final     ruling on the matter.
