Hook: F (3.75mm)
Row 1: sc in second chain from hook, sc in each chain to end of row (18 sc). Ch1, turn.
Rows 2- 8: sc in first sc and in each sc to end of row. Ch1, turn.
Row 9: 2sc in first sc, 2sc in each sc to end of row. Ch3, turn.
Row 10: (3dc, ch1, 3dc) in 7th sc from hook, * skip next 3sc, (3dc, ch1, 3dc) in next sc, repeat from * to end of row. Ch3, turn.
Row 11: skip first 3dc, (3dc, ch1, 3dc) in next ch1 space, *skip next 6dc, (3dc, ch1, 3dc) in next ch1 space, repeat from * to last chain one space, dc in turning chain. Ch3, turn.
Rows 12 - 19: repeat row 11.
Row 11: repeat row 11, leaving off the ch3, turn at the end. Finish off.
Ties: with top of dress and right side facing, chain 40, skip first 8 sc, sc in next 2 sc, chain 40. (if this leaves a hole that you don't like, you can insert your hook one row down from the top to give the single crochets more to grab on to). Finish off. Clip ends of ties, leaving about 1/4".
Sew up back seam of dress.
