  CIDSS Areas to Benefit from New Rice Distribution Scheme

BAGUIO CITY-  164 barangays under the Comprehensive and Integrated Delivery of Social Services (CIDSS) in the region are among the areas given top priority in the implementation of a new rice distribution scheme conceptualized by the National Food Authority (NFA).

Under the new rice distribution scheme called Targeted Rice Distribution Program (TRDP), the poorest sector of society, particularly those below the food threshold, will be given priority access to government rice.  The lowest priced, high quality NFA rice will be sold exclusively to them through designated rice outlets. 

The TRPD expects to increase the buying capacity of poor families through the savings generated when they buy rice at a much lower price than the prevailing market price. 

The new plan calls for the issuance of a Beneficiary's Passbook to identified benefactors that will be presented when purchasing the rice allocation at designated rice outlets.  All purchases made by the beneficiary shall be recorded in the passbook with each transaction properly signed by authorized rice outlet operators.

Rice allocation for a family of five is based on the per capita consumption of 106 kilograms per year or 2 kg per family member per week.  The maximum quantity that a family beneficiary can buy on a single purchase is limited to their weekly allocation. 

The program shall be jointly implemented by the Department of Agriculture (DA), the Department of Interior and Local Government (DILG) and the Department of Social Welfare and Development (DSWD).

The country's poverty threshold is Ps. 11,388.00. This amount represents the monthly average income to be spent on food and non-food basic needs.  On the average, a  family of five should spend  Ps. 7,724.00 for food, representing about 68% of their monthly income.  Of the countries population of 75 million, about 32% or 24 million fall below the poverty threshold and about 16% or 12.5 million fall below the food threshold.
