Transit Resolutions passed by the CIDNA Board on March 4, 2003
CEDAR ISLES DEAN NEIGHBORHOOD ASSOCIATION ("CIDNA")
BOARD OF DIRECTORS TRANSIT RESOLUTION #1:
OPPOSING DIESEL MULTIPLE UNIT TECHNOLOGY IN THE KENILWORTH CORRIDOR
MARCH 4, 2003
Whereas the Hennepin County Regional Railroad Authority is conducting a transit study for the Southwest Transit Corridor.
Whereas Diesel Multiple Unit technology ("DMU") is being considered as an option for mass transit in the Kenilworth Corridor.
Whereas DMU would cause frequent adverse environmental impact to the Cedar Isles Dean Neighborhood including diesel fumes and noise.
Whereas DMU presents greater adverse environmental impact on the neighborhood than other modes of rail transit such as an efficiently designed light rail transit system ("LRT").
Whereas many residences in the neighborhood are located very close to the Kenilworth Corridor, and the Kenilworth Corridor contains the narrowest passage in the Southwest Transit Corridor.
Whereas The Cedar Isles Dean Neighborhood should not be expected to bear the environmental cost of DMU when other transit options are available, such as LRT, which would have less adverse effect on the neighborhood than DMU.
Whereas the potential of higher speed DMU would be wasted because the SW Corridor would represent a slower speed corridor compared to lines such as Northstar where commuter trains might be run at speeds approaching 95 miles per hour.
Now therefore be it resolved that CIDNA opposes the use of DMU rail technology in the Kenilworth Corridor.

OPPOSING THE SIMULTANEOUS USE OF FREIGHT AND TRANSIT RAIL TRAFFIC
IN THE KENILWORTH CORRIDOR

Whereas the Hennepin County Regional Railroad Authority is conducting a transit study for the Southwest Transit Corridor.
Whereas some stakeholders in the process have advocated the possibility of routing both freight and transit traffic through the Kenilworth Corridor.
Whereas the adverse environmental impact of routing both types of rail traffic through the Kenilworth Corridor would pose an unfair burden to the Cedar Isles Dean Neighborhood.
Now therefore be it resolved that CIDNA opposes routing both freight and transit traffic through the Kenilworth Corridor.

SUPPORTING MITIGATION OF THE ADVERSE ENVIRONMENTAL IMPACT OF RAIL TRANSIT
IN THE NEIGHBORHOOD

Whereas the Hennepin County Regional Railroad Authority ("HCRRA") is conducting a transit study for the Southwest Transit Corridor (the "Study").
Whereas all transit options considered by the Study would cause frequent adverse environmental impact to the Cedar Isles Dean Neighborhood.
Whereas many residences in the neighborhood are located very close to the Kenilworth Corridor and the Midtown Greenway, and the Kenilworth Corridor contains the narrowest passage in the Southwest Corridor.
Whereas the Cedar Isles Dean Neighborhood should not be expected to bear the environmental cost for a transit system that will be used substantially for the benefit of riders outside of the area without acceptable measures (such as tunnels, berms, landscaping, and noise-reduction systems) that will reduce the adverse environmental impact of the proposed transit system.
Whereas the HCRRA to date has given no evidence of intended efforts to offer such mitigation measures with a transit system, and in fact has done the opposite by proposing DMU technology.
Now therefore be it resolved that any support of rail transit by CIDNA is conditioned upon implementation of mitigation measures acceptable to the neighborhood, which would significantly reduce the resulting negative environmental impact of such a system.Therefore be it further resolved that CIDNA at this time opposes any form of rail transit in the neighborhood because no acceptable evidence of mitigation measures yet have been offered by the HCRRA.

OPPOSING BUSWAYS IN THE KENILWORTH CORRIDOR AND MIDTOWN GREENWAY
MARCH 4, 2003
RESOLVED that CIDNA opposes any form of bus transit, or study of such transit options, in the Kenilworth Corridor or the Midtown Greenway.
